[From the Union ot yesterday morning.] Fortress Monkor, April 27th.— Dispatch. es received yesterday from Yorktown say . the rebels fired on some boats that were . passing Wormley’s ereek, doing no damage. /Atten o'clock they opened a brisk fire . upon our men near York river, but did no damage. Our loss was three killed and thirteen wounded, We took 24 prisoners and destroyed the works, Wasuineton, April 27th—The French Minister has returned from Richmond and reports that the rebels are thoronghly con fident of success at Yorktown. The prisoners taken say the Confederates have plenty of provisions and supplies; they also report that they have extensive works at Corinth, and a handred and fifty thousand men. Our advance pickets are now near enough to hear the locomotives’ whistle, Recruits are arriving from all parts of the South for Jeauregard’s army. Col. NUMBER 607. ed, 80 as to give Missouri two additional representatives in Congress, to which she is entitled, under the late apportionment. Curcaco, April 29th.—A Dispatch from Fort Wright to-night says deserters bring the following information regarding New Orleans; The engagement at Fort Jackson, on Thursday, was desperate. One vessel was sunk and others damaged. It was supposed that the Federal lose was heavy; the rebel loss was 60 killed and 184 wounded. Pope advanced his division on Sunday four miles, aud is now encamped io sight of the enemy’s campefires. Gens, Halleck, Buell, and Grant have moved their headquarters to the front to personally superinteud the advance of the whole army, orders for which were hourly expected, Deserters who came in on Saturday repeat the statement that Coriath was being evacuated, Wasuinaron, April 28th.—In the House the Senate bill for the recognition of Hayti and Liberia is before the Committce on Foreign Affairs, Anti-Jail Resolutions, The following is from an article in the Butte Record, of April 26th, and has particular reference to the secesh editors of this State who are denouncing the Government for ordering the arrest of the traitors charged with aiding the rebels: The great anxiety of these treasonable wretches, jast now, is to compel the Democracy of California to adopt a lying auti jail resolution that has defeated the party in every State where it has been adopted. They feel ticklish about the neck. The idea of playing checkers with their noses on the bars of « prison, where the habeas corpus of a rebel judge cannot reach them carries terror to their treasonable hearts, They had batter settle with their consciences by recauting their treason, than by the adoption of untruthful resolations, The Democracy of California will adopt no such resolution as did the Democraey of New Hampshire, for the simple reason that those who are arrested by the Government upon false . information, have either been liberated, or can obtain their release by swearing allegiance tu the Constitution, The Democra‘ey of California are not friendly to the ‘personal freedom’ of those who refuse allegiance to the Federal Constitution, Those who are can go into aconvention where . they can adopt resolutions to enit themselves, The Constitutional and Union Democracy—those who refused to leave the National organization at Charleston—are not reduced to the necessity of adopting an anti jail platform. If the seceders from the . Charleston Convention are already reduced . to that extremity, let them adopt it or emigrate, The Democracy of California shal) never hamper themselves with lying resolutions to shield those who refuse their allegiance to the Federal Constitution, however much it may be spiced with enunciations of correct principles, + * * * . * We pronounced the New Hampehire resolution concerning the arrest and imprisonment of men charged with treason, as ‘foolish and absurd,’ because we are not willing to acknowledge the principle that the Federal Government cannot constitutionally arrest a person for treason, or for furnishing ‘aid and comfort’ to the enemies of the Constitutional Government, That men bave been wronfully arrested, upon false information, there is no doubt. But such have been liberated, or bad an opportunity to set themeeclves right. All the arreste in the loyal States, that we are familiar with, were made by the United States Marshals, on authority lodged with the proper departmont, just as embezzling postmasters are arrested in peacable times, Those who were arrested upon false information, have been discharged, and those who are not disloyal have never been denied the privilege of showing their allegiance, The immediate trial of those who will not swear allegiance to the Constitution, is not worth a political resolve. We believe that we have a Federal Government, and that the Federal Government can arrest traitors, or those who furnish ‘aid and comfort’ to traitors, and we want to see it done, ag long as there are traitors to go out into our streets and hurrah for Jeff. Davis and bis Southern Confederacy.
