The bill, and many others to follow, did not pass.
In anticipation of ultimate congressional action relative
to the settlement of the claims the California Legislature in
1927 passed an act (Stats. 1927, p. 1092) entitled “An Act
to authorize the attorney general to bring suit against the
United States in the court of claims in behalf of the Indians
of the State of California in the event that the congress of the
United States authorizes the same.”
This act of generosity on the part of the California Legislature in furnishing the Indians with free legal services has
been followed in subsequent years with appropriation bills
totaling $45,000 (Calif. Stats. 1931, p. 1954, 1939, p. 2477
and 1943, p. 3007).
The initial action of the California Legislature was reciprocated by the Congress in the following year. On May 18,
1928 a bill introduced by Representative Lea of California
finally became law.
In 1927 the California Legislature authorized the Attorney General of the State to bring
suit against the United States in behalf of the Indians if the Congress authorized
