begun. The Comm. Were in an extraordinary and anamolous position and fell into errors,
e.g. making contracts prior to treaty ratification. Nonetheless, he favored approval.
Rejection would court war. June 1 submitted to Senate, June 28 secret session, Senate
unanimously (37 senators) rejected each treaty. Aug. 30 Congress appropriated $100,000 for
peace-keeping purposes, but implying no obligation to feed the dispossessed.
