Seetiox 11. The Librarian shall cause to he kept a register of all Mt books igsned and yetumed ; and all books taken hy the members of the Legislature, or its officers, shall be returned at the close of the session. If any person injure or fail to return any book taken from the Library, he shall forfeit and pay to the Librarian, fer the penefil of the Library, three times the value thereof 3 and before the Controller shall issue his warrant wh in favor uf any member or officer of the Legislature, of of this State, for N) his per diem, allowance, or salary, he shall pe satisfied that sneb member y or officer has returned all books taken out of the Library by him, and has (l setticd all accounts for injuriag such hooks or otherwise.
