This article was more fully mentionedin the Prrss of
April 15th, 1865. Since that time, however, Mr. Hendy
has made a further improvement by attaching a rubber
hose botween the mouth-piece und the pipe, enabliug the
blower to change his position withont disturbing the directiou or constant accuracy of the currenton the object npon
which it is turned. The inain portion af tho blow-pipo is
made with a joint, at which a yalve is placed, which is
ppoued when tho operator blows wud ciosed immediately
when he ceases. By this arrungemont the little hag or
bladder is readily filled at_a single breath, aud with very
little exertlon. When so filled, a contiuous current of air . is forced from lhe nozzle of the pipo by the mere contractive force of the gutta percha, ‘This forec is uniform
until thoair is very nearly cxhansed. The current may
he easily yaried or enurely eut olf by gcntly pressing the
fingers npon the neck of tho bladder uboyo the nipple to
which it is attached,

Prooression in THE Oup Worup.—Gradually the nations of the old world are adopting
the liberal views of the new, and it will not be
long before many of the wholesome laws of
the United States for the proteetion of the
poor and the relief of the unfortunate, will find
recognition and aeeeptanee in iturope. In
England, Franee and Ireland a feeling is rapidly growing in favor of abolishing imprisonment for debt. and another year, it is eonfidently asserted, will find laws in existence lorever doing away with this barbarisin, ‘The
Lord Chaneellor of Jingland prepared and suhinitted to the last sessiun of Parliament a bill
for the repeal of all laws for imprisonment for
debt, and the Emperor of France bas reeommended the enactment of a similar meusure.
‘The proposed Act abolishes arrest for debt
both on final judgment and mesne process, but
while the person of the debtor will be free, the
most stringent remedies are given to reaeh his
property, no inatter where or how eireumstaneed. It provides that a discbarge sball
Bot free the debtor’s future acquired property,
unless his estate pays tive shillings in the
pound, or unless bona jide creditors to the
amount of three-fourths of his debts shull, by
writing under their hands, consent to an absolute diseharge by which he shall be released.
This sa short step, but it is in the right direction, and will be fullowed by others in eloser
keeping with the progressive tendency of the
times. The stocks, the whipping-post and
imprisonment for debt, have given plaee to
homestead and bankrupt laws tn the United
States, and enlightened Europe blushes at the
barbarous laws upon its statute books whieh
republican America has pronounced unjust and
oppressive. ‘I'be next popular movement in
sania after the abolishment of imprisonment
for debt, will be for the exeinption of household furniture and homesteads from execution.
Before this measure may beeome a law in
France and England, however, new and startling innovations upon the legal practiees of
the Old World will be veutured in the United
States—possibly, in many of the States, the
abolition ofail laws for the collection of debts
ordisarily oceurred. The world moves.
Tue restriction of tweuty-five per cent, on
cotton, west of the Mississippi, has just beeu
removed. ‘Thus all eotton is free with the exceptiog of the internal revenue tax of two cents.
