; ‘Those who intend to lave their sous follow
profession, will find that the courso pursued

The telegraph of June 16th states that Senator
Conness, from the Committee on Mines and
Mining, has reported a substitute for Mr. Shermatt’s bili to regulate the oceupation of mineral
Jands, and to extend the right of pre-emption
thereto, of which substitute the Committee say
in their report: “By this bill it is only
promised to dispose of the inines, and 10 provide for the segregatioa of agricultural lands
lying within mineral regions. The proposition
is to transfer the title to possessors at rcasonable rates, and as part of that rate to secure the
payinent at three per cent. of the anoual net
proceeds into the United States 'I'reasury, until
the National debt shall lave been paid; and
“this percentage is to be in lieu of all tax imposed upon the bullion at the o1ints and assay
offices under existing laws. It is not proposed
to interfere with or impose any tax on miners
engaged iu working. placer miues, as these
nities are readily exhausted and net generally
remuncrative; and another feuture of the substitute is that it admits of rules and regulations
of the miners, where the same arc pot in conflict with the laws of the United States.”
Mr. Julian, from the House Conmitto on
Pubtic Lands. has submitted an claborate report on the sale of mincral lands, to accompany the amended bill recently reported by him
in the House. ‘Ibe report argues that the
policy of preservation bas proved a most signal
failure, and illustrates by quoting from a late
report of the Nevada Senate, showing tlic
utter want of uniformity and the confusion
worse confounded whieh prevails, growing out
of the uncertainty of titles. The report advocates vesting the fee in miners to the extent of
lorty acres to each person, and the bill reported
expressly anthorizes departures from the rectaugular system of survey when necessary, and
the adoption of boundaries rgreed upon by
minting occupants.
A. D. Brows, of Virginia City, sends us
samples of Kaoline, nativo and manufactured
from au extensive deposit of that material,
which has recently been found near that place. .
We shall endeavor to wake further notice of
this discovery, and answer our correspondent’s
* queries next week.
