Nearly the whole of this territory belongs to the natives, who have leased @ portion of it to our local goyernment. There is no approaching it except seaways, the jealously of the natives making it too dangerous for visitors to avail themselves of the shorter landroute. Every miner pays 20s, for his license, 15s. of which is handed over to the proprietors of the soil. Upwards of 6,500 of these licenses have already been granted, and it is believed the number will exceed 30,000 before the close of the summer. For the above fee of 20s. the digger is put into possession of a strip of land 150 feet in length by 50 in width. Thisis called the ‘‘claim,” But the usual practice is for three or more to associate, and secure between them a larger extent of ground, each paying, of course, for a separate license to work, In one of the earliest claims thus obtained, belonging to three individuals, a fourth share was almost immediately disposed of for 2,2501, and 25,0002. more was afterwards offered, and refused, for the whole lot. Limited as its area is, nobody doubts that it contains metal to the value of 1,000,000/. sterling. The four lucky fellows are laboring upon it themselves. No other claim approaches this in value, yet there are many yielding to their owners 200/. and 2507. per week, The quartz throughout the district certainly averages 12 ozs, of gold to the ton. Prospecting parties are at liberty to select for themselves within the proclaimed area any unoccupied spots. All that they then have to do is to pay off so many claims, according to their numbers. These companies are generally limited, too; iu no case, at all events, do they exceed 20 members. After receiving Ins license the adventurer must be daily on the ground and at work, or provide a substitute, otherwise his claim may be “ jumped”—that is, forfeited to the first comer, he being himaself a licensed miner, who discovers it ‘‘idle.” GOVERNMENT AND THE Forests. —In France and Germany forestry is oue of the state professions of the highest character, and regularly filled from the better and educated class who are trained for that purpose. France has 2,700,000 acres of state forest, revenue £1,740,000, in the conservation and management of which £500,000 is annually expended. Prussia has 5,070,000 acres, Bavaria 1,962,000 acres, while the forest area of Austria is 13,000,000 acres, with an export value of £3,000,000 sterling’ annuallyrealized. Systematicconservation in Europe has restored forests to an area, of correct proportion to the cultivation of the country, and secured a supply for profitable exports. England has taken steps to save the teak and sal forests of India by putting them in charge of a special department of the goyernment. There were in 1830 probably 4,000 square miles of purely sal forests along the foot of the Himalayas, besides those iu Central India available to the government. The sal timber is almost the only one found capable of standing the Indian climate for railway purposes; yet now the Hast Indian railway has been obliged to import pine sleepers from Norway, sal being scarcely procurable. On our western half of the American continent forests are the exception instead of the rule as in the East and in Europe. In due time the agricultural societies will undoubtedly take steps to induce the Legislature, or Congress, to do something for the perpetuation of our forests. Gomp and Sriver PrRopucr oF THE Worup.—The Banker’s Magazine estimates that from 1492 to 1848, the yield of the world in gold aud silver, was equal to $8,300,000,000, of which $2,261,000,000 was in gold, and $5,678,000,000 in silver. But the proportion of gold to silver has greatly changed in recent years, so that from 1854 to 1868, of $5,574,000,000 of the precious metrls, $3,379,000,000 were gold, and only $2,194,000,000 silver. It is supposed that Europe and America possessed, in 1848, $6,000,UU0,000 of gold and silver, of which $1,900,000,000 were gold, and $4,100,000, 000 silver, . .
