From an Act prescribi hooks issued and returned; and all books taken hy the members of the Legislature, or its offieers, shall be returned at the eloso of the session. Secrion 11. The Librarian shall eause to he kept 2 register of all ( \ If any person injure or fail to return any hook taken from the Library, he shall forfeit and pay to the Lihrarian, for the benefit of the Library, three times the value thereof; and before tbe Controller shali issue his warrant in favor o” any member or officer of the Legislature, or of this State, for his per diem, allowanee, or salary, he shall be satisfied that sueh memher or offieer has returned all books taken ont of the Library by him, and has settled all aeeounts for injuring such hooks or otherwise. of i Sec. 15.
