If these avowed intentions were acte upon, the Senator is on the steamer now on her voyage.to Panama. Senator Latham will meet a much warmer welcome from his constituents upon his arrival than he did last year on his return. During the past short session California has been ¢specially favored in the -way—of—legislation;+ the only important measure’ which failed being the-Pxeific Railroad Bill. In addition to the above claims’ upon the good will of his constituents, it is understood that he returns to Califorma to, battle for the Union and the Stars and Stripes un‘der any end all circumstances. If these expectations are realized, he will’attach ‘to himselt the confidence and gratitude of the people of California to a greater extent than he has ever before possessed them. .
