Unidn Administration Ticket. For State Superinfendent of Public Instruction JOHN SVETT. 155: et ea mag A PES PI et ath A aA Av, C,, NELES, For State Senator; JOHN C, BIRDS EY K. J AMES COLLINS, WM, i. SRARS, SETH MARTIN, J. W. RULR. For Sepervieer 1 ~ JOSEPH WORRELL, >. THE ANACONDA,—Some of our cotempofaries are rejoicing that the anaconda system of warfare planted by Gen. Scott, is about.to ha xbandoned, as they say. Let us not deceive eurselves. The anaconda systemef Gen. Scett contemplated surreunding the whole Seuthern Confederacy with military power. The plan was to enter rebeldom from the North with powerful armies, and bleckade ail rebel ports with. boats of war. That part of the anaconda system has been carried out, and was well conceived. But, in descending to the details, it was not coutemplated that a small anaconda was toy to take every town, every city, and every fort. Gen Scott, undoubtedly, never deemed . that te take Richmond his army must be _@cattered all around the city in small-detach. ments, each equad within such distance ofthe enemy as’to be fallen upon and crushed by @ superior foree, without a hope of reinforce. ments. The Zrishnian “who, atone, ss-he~ boasted, surrounded a company of the enemy and took them all prisouers, is no pattern for ‘an American-General to copy, iu auch a war aa this, Gen. Scott’s anaconda has reference only to tke general outlines of military operations against rebeldom, and was evidently politic, us the taking of Port Royal, Norfolk, New. Orleans, Fernandina, Fort Donelaon, Mewphis, Island No. 10, &c., goes tu-proveBut, in penetrating an enemy’s country to, Richmond-we cauoot believe that Gen, Seott bad: an idea that the main army should set itself down in the wuddle of aswamp on one side of Richmond, with no possible accesa to tio ity, juet to make the anaconda complete, but leaving the other, and weaker end of the animal to be hacked and hewed by the enes my at will The rebellious States are still surrounded by the anaconda of Gen, Scott— the fleets and armies of the Union. Let it Wemaia there, as & guard and as the armies penetrate and conquer, contract the folds of the snake and by military garrisons hold the ountry till the last rod is brought to subjection, Hore.—The skies are clearing up. There iw hope again te cheer the patrioteause “Old Brains,” as Halleck, the Commander in Chief, familiarly called, has given orders for etringent measures, and hag explained his order No. 3 so thit negroes and property tay be taken and used without stint by the Union forces. Gen. McClellan and other Generals fave been instructed not to carry on the war om extreme humanitarian principles any longor. The less of thousands of lives has upenof. the eyes of military men to the absurdity @ leaving the rebels exclusively all the advantages of negro labor. The Union armies are going to take advantages of the enemy in every possible way hereatter, It ia late. but thore is hope in the change. Generals Butler, Sherman, Halleck, Wallace, [Rosecrans, Sigel, Sprague, Dix, and others are ready to make real war on the rebels. The “Southern brethren” policy is exploded, and the southeru devil policy is about to be inagurated ae it ought to have been ten months ago at least. In all the public meetings of the North, wheaever a public speaker haa declared for a more radical policy. the air bas been rent with cheers. The people are alive te the great work before them, and when the PresiJerit shall say ‘go in, boys, and make real war on the rebels,” war will be made and @ort work will be be made of the rebell100; GH A train of wagons, with 50,000 pounds € flour and 13,000 pounds of butter, arriv« @ at Carson City on the 16th inst., from Saite Kako. +e ‘vied with each other in attentions to im. Four Union soldiers were Jately “found hanying from one tree, where they had been left for sevegal days. The body of a well-dressed-young la» dy was found also shot through the, breast. She was recognized as the last of her family. The remainder had been murdered and she . was probably slivt in trying to escape. Men have feigned te disbelieve the reports of rebel barbarities committed at Manassas. but Parson Brownlow says and must be believed: : After the battle at Manassas and Bull Run, the officers and privates of the Confederate to Dixie, exulting over the viotory they had achieved, and some of them had what they called Yankee heads, of the entire -héads-of Federal soldiers; some of them with long beards and goatees, by which they would take them up and say.“ See! here is « head 2 & damned soldier captured at Bull's up.” ~ His own story of atrocities committed under his own eye, almost exceeds belief. Yet, Milton 8. Latham is going around the State attempting to raise an opposition to the Administration and the Union cause, te> cause mere leniency is not shown to nigger owners who are the perpetratdrs of crimes at which devils may blush! We are told by . this _secessingiat in disguise that the Adminiatration is unworthy of support. because it does, not continue to secure to outlaws against the Government, murderera and plunders, all their original rights of property ! eit “On TO RIcHMOND.”=The fact is beginning to be acknowledged that the ery of ‘onto Richmond " was about right. Had the loyal army been properly .commanded, we haveno doubt, Richmond would. have been ours more than a year ago, prior to which there would have been no disgraceful Bull Run affair. Patterson was 4 niggerworshipper and did not obey orders in not helding Jobnson from going to the help of Beauregard. We ought to have succeeded at Bull Rua, and had we, Richmond waanet fortified and could have offered our forces nO serious resistance. tw” The Alta says that the State Telegraph Company have arranged to telegraph te Aurora, in Esmeralda, by way of Genoa, in Carson Valley. Dispatches will be sent by the wires to that point, and then be fore warded to Auroraeach day, Answers will be returned by express and telegraph. Tre Sonora Flag says the justly famous. Excelsior claim, near Sugar. Pine Creek, .in that county, continues to yield its fortunate owners a steady stream of gold. For. ten days’ run—embracing portions of the last two wecks—with eight stamps, the company obtained 1,074 ozs. 5 dwte. of gold, valued at $20,000. THERE is a gmall and faint ehadow of ex. cuse fora Southern man to oppose the Government; bat the Northern man whe ean sympathise and act w th treason is the black. est hearted wretch alive, and deserves the gallows. Parson Brownlow just expresses the right eentiment when he say? : “The apirit of Secession is the spirit of murder and assaseination—it is the spirit of hell. And yet you have men at the North whe ig Fa satonsg with these infernal murderere. If owed the devila debt to be discharged, and it was to be discharged by rendering upto him a dozen of the meanest, most revolting end Ged-forsaken wretches that ever could be culled trem the ranka of depraved human society, and I wanted to pay that debt and get a premium upon the payment, I_would make atender to hia Satanic Majesty, of twelve Northern\ men who aympathise with thie inferaal rebellion.” # Cou. Connor's’ command reached Reese river on the 24th inat., and left next morning for Simpson's Park. The command is getting along finely—very little sickness, and none ofa serious character. General Halleck has talked very plainly of late with civilians upen the negro question. I have it from a tnembor of the Ohio deputn. tion that recently called upon him, that he expressed himself more decidedly than any of the newspapers have represented. He said that he was not only willing te use the black pee of the South agaist the rebellion, out that he had issued orders to hia Generals could get hold-of, and that no questions, must be asked whether they are slavessor free, or whether their master be loyal or disloyal, ex. teptasa matter of record for after use. Black nen are to be seized and impressed into the their master make any objections. The General said “ Slavery is upheld by local laws alone, and where rebellion is, there is no local law—notning but the law of the land. My Generals and officers must not know that there is or is not slavery in any given place or territory. They make use of the black men, not inquiring into their condition, and leaving the civil lawe.ot the land todetermine their condition.” _— CAMERON AT CouRrt.—Mi.ister Gam. eron has had an interview with the Czar 6f Russia. On that oevasion the ruler of that great people expressed bis admiration for the success we had made in the development ot the vast extent of territory now within the jurisdiction of the Federal authenty. That authority, in the opinion of the Emperor, should be maintamed atall hazards, If the Great Republic of the West was broken down and ceased to wield an influence, the course of empire and civilization would be changed. and « continent destined by God for thé happy home of millions of free, intelligent people would be given ‘to infidelity and barbarism, ruin and desolatien. Snort Hanpep.—On the 18th of July the Louisville Journal enid: It must not be imagined that the rebels will either lack men or means to wage a desperate fall-campaign The authorities of the nation must be prepared to meet and beat i» various directivts 1,000,000 of tolerably well armed and deaperately man@uvred men.
