The-industrial interests of the to country. must not be overlooked or toe seri-. . ously retarded while war is raging, and the : first duty of those in whom power is vested is to see that when hostilities eease nothing has been left wiidone that the full tide of prosperity may again begin to flow. . ‘We hold these truths to be self'evident,” and itis on theas axiomatic grounds that we base our speculations on the duty of the Government towards the black race which in less than thir. ty days, so far as the national Government is concerned, will be absolved from all alle» giance to masters.Aa the resources of the country in some. will fiot be called forth while war contines, but held in abeyance, and as the nation in the-aggregate is to lose vastly in material wealth by the destructive tendencies of war,—destractive in muscular capital aa well as capital already acquired by muse. cle—it is the policy and duty of the govern_ ment, by every meana, to make labor, of all kinds, whether white or black, avuilable, if not-now in fields of productive industry, then to husband it for times of peace. This war against rebellion is going to tell fearfully against the South in the destruction and desolation it will produce. Her fields are to be swept as with the wrath of the hurricane, and will require the labor of years to render thomas ‘they were before the rebel flag was flouted over thew. Every. laborer now in thé South ‘is wanted there, and must command employment a3 soon as peace ig restered. To ‘colonize the negroes, on some island, or in Central America is suicidal to the best interests of the country. of the South as well as the Union, because the country nee’s, and the cottoa market of the world calls for, the cultivation of the old cotton fields more loudly than ever. Surely the nation is not going to be so blindly suicidal in its policy as to export the great source "of national as well as individual wealth—labor —and by so doing assist England to bring her Indian cotton fields into successful competition withourown. Ship away the blacks . from the South and no laborers will be left, for the present generation 6f whites in the cotton States aré not acctstomed to work and can hardly-be made an industrious class _ ae long-te they live. Besides they are not humerous enough, the blacks gone, to eupply the demand for staple Southern’products. Every negro in the South is a. source of wealth, and according to the true principles of political economy. should not be-got rid of, but retained, at least for the present. » ‘It is urged that the black race has been the cause of the present rebellion, and that * itshould be removed to prevent more troubles in'the future. The value of black labor induced slavery, and surely the atgument in * favor of involuntary labor for the benefit of individuals, is rendered more strong when we propose free black laber as a source o! national prosperity and wealth.There are but two great classes. of A-nericans, takings sides on this subject, One has always beeu and is, in favor of mlewing individuals to benefit themselves by compulrory black labor, the other is in favo? of freedom. The tormer can furnish no sdund reason for colonization without abandoning their pre-taken positione, and the latter ought not ‘to attempt it, since to force colonization is antagonistic to liberty and human rights generally.
