have the seal of the state affixed therete, and
shalt date from the first day.of July, A D, 1864,
and be made payable at the office of the Treasurcer of state within twenty days after the date of
their issue.

Suc. 3. The coupons forinterest shall be attuched to each bond, so thac each one may be removed without injury or defacement of the bond

shail be consecutively numbered, and signed by
the Treasurer of state, and shail represent. the
semi-annual interest on the bond to which they
are attached. .

Sxe.4. The Treasufer shall furnish the Controller of state with the number and aniount of
‘ each bond prepared for issue, and each of the
above named officers shall keep a careful and cor-reot recordof the number and denomination of
each ‘bond issued under this Act, the whole
-amount.of which bonds to be styled the ‘*Asylum Bonds,” shall not exceed seventy-ffye thousaud dollars ($75,000. ]

Src, 5. The sum of seven hundred dollars is
hereby appropriated, from the Fund arising from
the sale of the Asylum Bonda,” to pay such ex
penses as may be incurred by thé ‘Treasurer in
the preparation of the said bonds.
‘fax for Payment of Principal and Debt.
Sxc.6, For the payment ofthe principal.and
interest of the “‘Asylam Bonds” authorized by
thiis Act, there’bhall-be levied; on the first Monday in March Ap, eightcem hundred and sixty
four, aud each year thereatter, until the interest
and principal of said bpnels sliall be fully paid, an
annual tax of thrée-fourths’ of one per cent on
each ove hundred dollarsof value of allthe taxable property in thia state, which tax. shall be assosyed und collected-as other étatc taxes, and by
the 'freasurvr of State set apart'in a Fund, to
be designated the.**Asylum Bond. Kedemption
und taterest Fund,’* to beapplied exclusively to
the payment of tho interest of the ‘Asylum
(torida? nad for the redemption of the same ;
and the faith ofthe State of California is hereby
pleaged for the payment. as herein provided,
of the principal and interest of the said. '*Arsy—
jum bonds.’’
Surplus in Asylum Fund.
Sic. 7. Whenever, on the first day of Jauuary or the first of July of any year, there remains in the ‘Asyluni Bond and Redemption
Interest Fund,’ a eurplies of five thon-aad dollura, or more, after.the payment of intercst as
herein provided, it shall be the duty of the
Vreasurer of 3tate to advertise ten days in one
duily newspaper pnblished in: the City of Sacramento, and tn one daily newspaper published
in the. City of San Franelaco, for sealed propo-:
saly to be opened one month after the expiratiem of the time-of publication, In presence of
the Governor, State Controller? and Treasurer,
at the Yreasurer’s office, for the surrender of
‘Asylum Bonds; and the advertisement shall
state the amount of moneys in the Fund to be
upplied for the redemption of the said bonds,
and the lowest proposals. for surrender shall be
accepted at euch rates, Rob exceeding par value,
aa will redeem the largest amount of bonds, ute

full and particular account. of interest paidand
