brings as, it is not our fault if the : news has
less of ‘the battle and the breeze" in it
than comporte with the tastes of our readers.
A few days ago, having had some experience in-the delays std perplexities that
attend the organizution and inetruction of a
spontaneously created army of volunteers,
swe ventured some remarks ou these matters,
with the hope of allaying the impatience of
those of our readers whose ignorance. of the
military art leads them to imagine that soldiers can enact impossibilities. A regiment,
after being amply. organized, equipped, and
drilled, can not, with the aatural means of
‘locomotion, march more than twenty miles
“a day. Where unobstructed reilroads are
sonvenient, a regiment may perform wonders
in the rapidity of its advance or retreat; but
raijronds are not always in the line of movements. The newepaper reader, who expects
an army to sonihilate time and space, in its
marcbings and épuntermarchings, like the
wonderfol personages wo read of in the
Arabian Nights; expects altogether too
mach. It is not possible for the soldicrs,
pees on one day, to be
into Richmond or Harper's Ferry
we next.’ Soldiers, however brave, well
disciplined, and active, are but mortals, and,
like atber mortals, must eubmit'to the laws
of nabure and take things es they find thei.
Thore are, however, some exceedingly imtant items in the last peny'a brudget of
, which, if reliable, chows that
the fe government hae sume grounds of
vantage more than equal to the capture of
Richmond. One-of these items, and a leading one, ia. thatthe goveruments of France
oad arent Eetnla utterly refuse to recognize
of the seceding stutes.—
Audther is that, instoxd of Mempbis attackMog Cairo, Cairo is-about to attack Memphis .
Thie is a very significant furning of the war
tablée on the Mississippi; “These, in connes
tion with the assurance that Fort Pickens is
invulnerable, are matters of the utmost consequence to the friends of the Union.
The fact is, that the war ig no longer a pet . j
‘affair of politicians. It hae legitimately fallen
into the keeping of tacticians and strategists,
who will conduct it in consonance with the
recognised principles of modero military
science, uninfiuenced by the ¢lamors of part‘jsane and demagogues. Of course, the s trongor party will triuttiph and the “weaker: will
go dowé, let indignant editors and forecious
. etme ers write and talk as they will.—
The federal government has a powerful
_eaval force—it hus an unlimited command
of wen, money, and crédit—it has the Starspangled Banuer aud the. national traditions
and glories—and it has the sympathies of the
two most powerful nations of Europe. To
imagine that it can fuil of crushing the southern rebellion and reinteyrating the Union is
as preposterous as to imagine that the law

‘. N. C. Miller, one of the Nevada County Assemblymen, who, although not ad officer of .
-. .the regiment, has agreed to receive the names

prominent and wealthy gentleman of San
Francisco, it is said, has headed s subscrip‘. tion paper with $10,000, to assist in arming
and equipping the regiment, in order that it
may proceed to the seat of war. The steamer Nevada, as appears by the correspondence below, has been patriotically and gener‘ously placed at the service of Col. Lippitt, to
curry recruits from Sacramento *to San
Francisco, free of charge. The Nevada
suffered an accident, some days ago, which
has been repaired, and she is expected to resume her regolar trips to-day. A similar
manifestation of liberality, on the part of the
steamboatmen between Marysville and Sacramente, would not come amiss. The reeruits can be marched to Marysville. The
proffer of the Nevada's services, by Capt. W.
L. Phillips, her gallant commander, does him
infinite honor.
