AN ACT
To Provide Bonds fer completing the
Deaf, Dumb and Blind Asylum.
Avproved April 27th, 1863.
HE. People of the State of California, repreT sented fa Senate and Assembly, do enact as
follows : é
Bonds.
Section 1. For the purpose of completing
and furnishing the State Asylum for the Deaf,
Dumb, and Blinc, the Treasurer of the State
shall cause to be suitab'e bonda of the
State of California, interest at the rate
of seven cent perannum payable se+ i-annually, on the first day of January and the first day
of of each year, at the office of the Treasurer of the State.
Form of Bonds
Sec 2. Thesaid b ndsshill ee by the
Governor. and countersigned by, the Controller,
and indorsed by the Tr: asurer of State, and shall
have the seal uf the state affixed thercto, and
shall date from the Grst day ef July, A Dp, 1864.
and be made payabic at the office of the Treasurer of state w ‘twenty days after the date of
Coupons for Interest.
8Ec.3. The coupons for interest shall-be attached to each bond, so thar each one may be removed without injury or defacement of the bond
orthe remaining coupons. The said coupous
shall be consecutively wumbered. and sigued by
the Treasurer of state, and shail represent the
semi-annual interest on the bond to which they
are attached.

Sxec.4. The Treasurer shall furnish the Controller of state with the numb r and amount of
each bond prepared for _ianue, and each of the
above named officers shall i a cateful and correct record of the number and denomination ot
each bond issued under this Act, the whole
amount of which bonds to be styled thy “Asyjum Bonds,” shall not exceed seventy-ffve thousanu dollars [$75,000. ] ‘

Src, 5. The oud of seven hundred dellars is
hereby appropriated, from the Fund arising from
the sule of the * Asylum Kon ‘a.’’ to pay such ex
penses as may be incurred by the Treasurer in
the preparation of the said bonds,

Sxc.6: For the payment ofthe principal and:
interest of the “‘ Asylum Konds’”’ authorized by
this Act, ‘here shali ve tevied, on the first Mouday in March A», eighteen hundred and sixty
fou’, and each year thereafter. until the intercst
and principal of said bon*s sh.li be fully paid, an
annual tax of three-fourths of one per cent on
each one hundred d lars of value of ail the taxable property in this state, which tax shall be assessed and collected as other sta‘e taxes, and by

Sec. 11. All claims for material, labor, and
charges, incurred in constructins and furnishin
the Deaf, Dumb, and Blind Asylum, in accord:
