Among the ayes, in the final vote, appear
the names of Messrs. Avery, Councilman, and
Miller. Mr. Spence paired off with a Mr.
Baeehtel, and Mr. Eastman, though his name
does not appeat in the final vote, acted with
the majority in all the inerdental questions.
The five Assemblymen from Nevada county
may, therefore, be set down as sanctioners of
the preamble and resolutions. It is proper
to remark, however, that the trae vote, on
the final passage, Was 39 to 23, instead of 40
to 22; Mr. Showalter, of Mariposa, who vo~
ted in the negative, having changed his vote
to the affirmative, in order to move for a re-}
consideration. ‘-Out of the 80 members of the
‘Assembly, only 62 answered to their names
on the final vote, showing that 18 had either
paired off or dodged the question.
Though this pronunciamiento of the Assembly comes rather late in the session, we intline to the belief that it will receive the sanction of a majority of the people. It has not
enough of the “blood and battle” spirit in it

SHIPWRECK.—THE ship David Brown, .
which left San Francisco in December, loaded
. with grain and bound for Liverpoot, was lost.
in the Atlantic, some 1,000 miles east of the .
island of St. Thomas. She had a crew of
twenty-two men, nine women and children,
and five male passengers., When the ship,
which had sprung a leak, could be no longer,
kept afloat, the captain took one boat, with . ’
eighteen of the crew, with the women and
children passengers. The mate took another
boat, with the remnant of the crew and male
ed company. That commanded by the captain has not since been heard of. After being at sea nine days in an open boat, the
mates’ party was picked up and carried into
Havana. It is hoped that the captain's boat,

Tue Force Bit.—This’ bill, which has
passed the House of Representatives of the
‘Congress of the United States, authorizes
the President to receive volunteers for the
purpose of garrisoning forts. It was passed
by ayes 110 tonoes67. Tne Representatives
from free States who voted against it are:
Cox, Vallandingham and Howard, of Ohio;
Clark, Cochrane, Sickles and Maclay of New
York ; Seott and Burch, of California ; English and Niblack, of Indiana; Robinson, Logan, Fouke and Morris, of Illinois ; Florence, of Pennsylvania ; Larabee, of Wisconsin. and Stout, of Oregon—all Democrats.—
Allen, of Ohio, (Democrat) voted for it—so
did all the Republicans without exception.
The only Southern members that voted for
the bill were Davis, of Maryland, and EtherSi.ver Discovery.—We are informed
upon good authority, says the Stockton Republican, that silver mines of gre«t value
have been recently diseoyered at Bear Mountain, near the residence of Harmon, and of
Mrs. Felix, at Salt Spring valley. This spot
