THURSDAY MORNING, MARCH 12.
THE OPenine CAMPAIGN.—The Govplete war footing, proposes to make the
opening campaign one of crushing force to
rebellion. On land we have got rid of many
of the commanding incubuses that have during two years fettered our armies and given
Monitor fleet is but just launched and ready
for service. The army of the Rappahannock
is commanded at last by one who, has been
repeatedly wader fire, smelled guopowder
ot has fought hia way-up to the highest :posidubitable as bis good fighting qualities. He
is not afraid of death, has confidence in the
-good-eause-and-in—-himeelf,and_his soldiers}
have confidence in him. We shall hear
from him and in a satisfactory manner.
In the West there are sterling commands
ers. Rosectfans is one of Ggd's own men for
the great work of sustaining republican in«
stitutions and destroying slavery. We have
been waiting to find only such men in command. Report hasit, that he has achieved
another vietory worthy of his fame. He
will make a big figure if he lives. .
There ia another one of nature’s noblemen
down there on the Mfssissippi in command
ofa powerful army, determined ta “‘let the
His future is brilliant too. And then there
is Grant. Would to-Heaven that we had
more men of his pluck at the head of our arnaies.
The signs are that the Government is
about to do wonders this summer. Our
fleets us well as armies hang upon the edge
of battle. ‘Leader rain and iron hail,” are
about to be showered upoa Savannah, Chars
leston and Vicksburg. May it prove worse
to them than the ashes of Vesuvius on Pompéeii and Herculaneum in their day of judg~
ment.
If we might be permitted to anticipate the
fnture a little we might see the Mississippi
ours from source to mouth. Our forces are
going to take Vicksburg and Port Hudson,
before many weeks elapse. Many thousand
lives may be sacrificed, but the Mississippi
is never going to belong to:any other than
the American Government and the Stars
aud Stripes. When that great thoroughfare
of commerce is opened to our vessels, secession will be dead in all the country west of
it. A few not very bleody contests will end
the rebellion in that quarter, and we have .
business shortly aud properly.
Good results may be expected from our
navy from this time forth. Our mailed
‘monsters are at this moment hovering withholds, and, just for practice, smask in the
hulks of rebel craft, or snap up a blockade
runner now and then. Heavy blows are impending in every part of Secessia. We must hear
the reverberations before many weeks elapse.
Good weather is coming, and with it, we
trust, good news.
Tue JupiciaryEtvecrton.—The act
postponing the judicial election till October
is not regarded with favor by anybedy ex+
cept the Legislature that we are aware of.
Among lawyers it is believed that. the Censtitution has been thwarted in great measure,
apd by some it is thought that having the
judicial election come off so soon after the
political election is even worse than under
the old system. As itis, politics cannot be
kept out the judicial election; evea the
worst form of partisan prejudice w:ll show
itsélf where it ought not to. Probably in
many casesthe same convention will make
political and judicial nominations at once this
year, and then the only difference we can
expect in the effect of the judicial election
will be, greater passion exhibitelin the judicial election than ever before, the defeated
and the revenge ful seek'ng to get even on
the political election.
ExportTaTions of British machinery are
increasing. Indiaand Austrailia are the best
customers of the English iron manufacturers.
The value of steam-engines shipped in the
firet ten months of 1862, was£ 1,288 000, be“yng an increase of more than £200,000 on
last year. During the same period the fors

Later From THe East.—Chicago,
March 10.—The New Orleans Era of February 15th publishes the following:
We learn on good authority that the eatab~
lishment at Clinton, La., for the manufacture
of arms, ammunition &c., was totally destroyed by fire twe weeks since. The loss
to the rebels is particularly severe at this
time, as the troops in that section have been
very scantily supplied, and their officers depended on the capacity of the works at Clinton to furnish them. ‘The dfficulties allluded
of War have
been greatly increased by this disaster.St. Louis, March 9th—The Camp Blunt
correspondent of the Democrat vf-the 26th,
of Feb. says the Cherokee National Council
has adjourned. This isthe Council that was’
coerced into passing the ordinance of secessiow by the rebel army. Their first act was
to repealit unanimously. They then passed
an. act-depriving of office in th® Nation, and
disqualifying all who continued disloyal to
the United States. They also passed an act
abolisbing slavery. ;
Washington; March 9th.—A dispatch re
ceived to~day frou Gen. Milroy, ot Winchester, Va., states-thata strong torce of rebels
were moving towards Winchester ; they
were hear Laray when the dispatch was written. Preparations had been made to give
them a warm reception.
._ Murfreesboro, Tenn. March 9th.—A report
has just reached here that Van Dorn’s forces
have been defeated and the bigger portion of
them captured. Gen. Rosecrans has ordered
that all whose naturel supporters are inghe
“yebel service, and whose. sympathies and
convictions are such that they cannot give an
assurance that. they will conduct-themselves
in @ friendly manner, shall be in readiness to
go south of our lines within ten days, A vast
exodus from Murfreesboro will take place
immediately.
New York, March 10th.—A special dissake City;
of the 9th. says that a collision between the
military and citizens was imminent. Gov.
Harding and Associate Justices Waite aud
Drake, it is nnderstood, have called on Col. . Conner-to-_arrest. Brigham Young and Coun. .
selors Kimball and Wells. The Judge of the
District ean serve any civil proeess, but the
citizens are in arms and determined to protect their leaders by military force. Other
Federal officers and now Mormon citizens
have telegraphed. to Gen. Wright to restrain
Col. Conner till an investigation can be had.
morning, had been arrested by Col. Conner
and brought back. Itis presumed that his
intentions were unfavorable to Conners military interference
few York, March 10.—A apecial dispatch
to the Tribune states that-the spirits of the
army grow better and better. Its health is
excellent. The new regiments which com«
bined the greatest per ventage ef sickness,
are rapidly improving. Everything looks
cheering.
General Orders, No. 20, promulgated today, contains the names of 120 officers absent,
without leave, who are ordered to report
within 15 days or dismissed from the serv.
ice. .
The Treasery is provided with a sufficient
amount of bullion to meet all expected demands. ek
The Times’ Washington dispatch says that
the Judges of the Supreme Court are in cons
sultation in reference to all opinions in cases
argued befure them,’and which are to be
rendered to-morrow. The cases which will
attract haga attention are the prize
casesand the New. Almaden mines. The
latter case which invelves millions of dollara
is in favor of the New Almaden Company,
and againat the United States.
An order transferring Gen’ Sumner to the
command lately held by Gen. Curtis, will be
issued to-morrow. The command will embrace Arkansas, Missouri, New Mexico
Colerado and Nebraska.
A Nasseu correspondence of the Herald
atates, under date of February 20th, that the
rebel schooner Retribution arrived there on
the nightef the 25th. Her officera met at
the Reval Victoria Hotel in the evening and
discussed loudly their piratical exploits. ,
Laat evening, three fast steamerg entered
here within an hour of each other viz: No.
1, the Gorgina, brig-rigged iron propeller ;
No. 2, the Britanna Goddess ot Neutrality,
side-wheel, iron, brigsrigged, very fast; No.
3, iron-srew steamer Gertrude, brig-rigged,
fast. This fine fleet will preve a valuable
addition to the rebel piratical fleet, and unlesa we can send a Baltic or a Vanderbilt on
their track, their capture will be next te 1mpossible. :
("The Sacramento Union has
r word about the last committee on the “‘greenback tranaction” net reporting. It is about
time. It won't do to let a committee have
much time to examine inte the merits of the
care, for feat they might see how perfectly
insane hes been all the howl against the State
Treasurer. Committees on that matter must
be changed once & week or they will get to
know something about the question. Isn't
it about time for that last Assembly committee to'report, or ought not a new committee
to be raised, Mr. Union? Nothing but asudden, off hand verdict will be satisfactory to
the howlers. .
