QuartTz.-—Since the advent of the miner in these mountains the quartz prospects were never-so substantial and. brilliant_as at this moment. _ Notwithstanding the majority of our-best prospectors have been allured-to other localities by the glowing accounts of mineral wealth, the few who have remained true and constant to the old spot, have been rewarded bezund precedent for their labor. New ledges have been opened in every direction, and old ones, by -virtue of more scientific management, have been made. to yield beyond expectation. The noise of stampers is getting to be familiar, and new mills are in process of construction. All the A new mill ia going up on Sacramento street, another on Gold Flat and the old Oriental Mill, we learn, is about to be put in order and set at work. ©The mills now running in ‘this vicinity number six. The nuinber of new ledges naw opening will-employ-a' good Jy number of anen during the summer, avd call for the erection of tore milla before the season closes. The quartz appears to be mostly of the paying kind, some of it being of the richest character. At least fifty of the most eminent lawyers of the country were present. The decision in favor of the Government in the New Almadan Mines involves property estiwated at $60,000,000. Not altogether unexpected, an important decision in the prize cases. was announced by Judge Greer, ruling every point in favor of the Government, and condemning all the vessels, which legalizes the blockade. _ Justice Wilson delivered a dissenting opinion that the civil wardid not exist until after the thirteenth of July 1861 and therefore the President has no power to set on foot a blockade, under the law of nations, and that decrees. in condemnation should be reversed and the vessels and cargoes restored #This dissenting-opinion waa concurred in by Justi--¢es-Catron and Clifford Salt Lake, Mar, 11th.—The dispatch in N.Y. LANCASTER, PROPRIETOR <8 i election as fullows : The nomination. of Conness-was received herd with considerable surprise. and—if I must say it—with no satisfaction by the numerous Californians here, and by the friends of California in both houses of Congress.— The eleetion of Sargent had been looked upon a8 a foregone conclusion, and he had been congratulated in advance by. a majority of the Senators aud Representatives, who were rejoiced-at_the prospect_of the next-Congress retaining the eminent services and abilities of the_popular representative -feom Cal. fornia. The unexpected, change in. the aspect of affairs was a dumper here, of course; but those who know Conness have reason to hope that he will pot be another example of the unprofitableness of sending to Congress men who are expected to work ‘harmoniously with those whom they have fought in politics. through all the past. With a few more Mc Dougalls and Nesmiths we should have no hope whatever of restoring harmony to the distracted country through the action of Con gress. It isto be regretted that the unhappy prolongation of the Senatorial contest in Crttornia tis resulted-in-the-withdrawat from publie life of such faithful Representatives of California as Sargent and Phelps, as is now the case. They both go home with the resolution to leave politica altogether, and, of course, will not come .to Congress’ agnin in-any capacity. : We . have received private letters from friends at Washington and other parts of the Atlantic States, all to the saine effect. The Republicans of Oregon and Cahtorniw~ have elected four Democrats to the United States Senate, and so far as these have been ena~ bled to show their hands in the Se"ate,. all of them on all debatable questions, vote with the opposition. Of such Umon men as Me Dougal, Neamith and Harding, the country has had enough, and to try the hazardous experiment of electing 4 traditional ‘enemy; one who accused the Republicans of bringing on the war and then of being cowards and not enlisting, leaving the battles of the country to be fought by Democrats; one who deprecated the assiatance the Republieons gave to the. lamented Broderick leat the taint of Bluek Republicanism should Padhere to his Democracy, for the fourth Dewoeratic Senator from the coast, destroys all confidence at Washington in California -politics and depreciates the character of the State. There is no mistaking the sentiment of Administration men in the East. They had seen the indefatigable exertions of Saryent and know hia worth. The Union men at. Washington. prefered Sargent or Phelna to Connesa. The State of California entertuined-the same preferences. There cannot bea rational doubt that Conness would have been defeated by a large mujority had his election depended upon the people, and, therefore; those men who elected him misrepresented their constituents. But what shall we aay of such men as the Sacramento delegation and the treacherous Harriman of Placer? What man in the whole State la. bored so hard for Sacramento aud the Pacific Railroad as Sargent? And yet, with the exception of Warwick, not one of the Saeramento delegation was true to the man who had done and could do the must for their city. The Sacramento Union, always tréacherous except to its interest displayed the blackest ingratitude towards the man who had been their friend ‘at Washnigten in many ways. a The deed is done. The nation and the State are disappointed. A man has been sent to the United States Senate who had no claim upon the State or the vast majority of the party for the position, while men who had have been thrust aside to private life.— Such are the rewards of politics; such the gratitude of men for favors received. He originated the prvjeet inthe House of Representatives, and pressed it, with all hia abilities and influence, to w successful conclusion. “Two returned Californians, named Met Donald and Fitzpatrick, have recently discovered new gold diggings on a branch of Chagres river, which pay on an average, twenty cents to the pan. They have four men employed in developing these aurifere ous resources of the Isthmugof Darien. Ricu DicGines.—It is reported by letter that the miners at the erossing of Salmon, six miles from Snake river, have made from $5 to $20 per day all winter.
