It “provides for the common defense,” strengthening the bond of Union by removing the source of distraction and weakness, It is designed ‘to promote the general welfare” in numerous ways not necessary to mention, and tends to ‘secure the terity.” It will scarcely be denied by any but the rigid constructionists that the power is lodged somewhere to curry out and sttain the above enumerated ends. fndved, as the ‘Conatitution was made as a bend of Union forever, without any specification of the power of self-protection,the right of self-defense would exist as the first law of nature. But the power is lodged expressly in Congress by the 8th Section of Art. Ist, which says “Congress shall have powersto ‘provide for the general welfare of the United. States.” In} wnother place the general power is granted to Congress to carry into execution the objects.of the Constitution.
