NOV, 29th. a RervBiics AND Mowarcuies.—No one can doubt, who intorms himself of Natiosal aspirations aud: feelings, that there is an are tagonisin between Monarchies and Republica, It is impossible that it sh: uld not beso, sinee Republican governments are based on the ‘vight and capability of man to govern himself, which, expressly. denies the claim of princes to reign by the grace of Gog. As the natural desire of all-hearts is tor the lar gest liberty, the principles of republicanism are easily germinated, taking root under the very throne of déspotism, threatening to overturn it, and rendering more true the aphorism, “Unensy is the head that wears a erpwn.) As republicanism is subversive of monarchical power, it is natural that monarghical power in self defense should sirjke at Republics and republican tendencies on ull convenient ocens We see. that such is the real stats s between nations, when the thin veil of diplomatic duplicity is drawn aside, Great events of the. last two years have lifted the veil completely, exhibiting the real hatred of the Western Powers of Europe to the great Republic. France actually wants to interfere in Americ#n affairs, and_the will of England is strong in the same direction. We know it riow to a certainty. Are we devotel heart and soulsto the maintenance of Republivan institutions? If we ‘are, such is the jealausy of monarchs, that . e the integrity of theWnion 1s the great safeguard. “United we stand; divided we fall,” is full of: ago counsel and Warning. Tf we . remain a united, harmonious nation, the idea of man’s right aud capability. of self gevernment will propagate, and the monarchical dogma of divine right will decrease and die out, tithe whole-world will be in time Republican, and not Cossack. That this may result is the earnest prayer ef every true American; and what a glorious opportunity is now pregented for striking a deadly blow at monarche and extending the arca of republican‘ain if we were but a united people The civil war in our country has unmasked the old. world and exhibited to us its hitherto concealed hatred. With eur immense armies afd powerful navy we could teach both England and France at once, how their enmity would recoil upon themselves. For one we could wish the rebellion at an eud, that.the North and the South might vie with each other in feats of arms against the British in the Canadasand the French in Mexico. We could hope that the entire North American possessions of England were made the fine for British meannes#'to us since the rebeltion commenced, and that every Frenchman were expelled from Mexico, taking a mortgage upon the counéry ourselves, to pay for the malicious will to intermeddle with us on ‘the.part of the Imperial Government. A united nation, we could sweep every vestige of English and French power from North America, and este blish the supremacy ofthe American Republic. It would be an oppertune moment now to carry out and extend the Monroe doctrine, if all sections of the country would agree to turn arms against nations that are equally foes to us all. We would even enter into an all ance with Russin, dividing British Columbia with her, and agreeing to strike on and strike ever against the intermeddlers, until the long dream of the Czara, of transfering the seat of their empire to Tstambol and the Bosphorus, was realized, and Republicanism and Despotism became, foy a time, sole arbitrers of the world, CAN'T BE SUITED.—The Englishmen at the commencement of this war sai_the North did not deserve sympathy, because they would not declare emancipatiot. Now the proclamation has reached them they say we do not deserve syinpathy, becauge we do “propose emancipation, The truth is, nething will satisfy them but a dissolution of the American Union. For that they had sympathy from first to last. George Francis Train says very foolish things in his speeches, but when he declares England a nation of hypocrites, he tells the truth. NeW military organizations are fi all over the State. The latest is theBigel Guards at Sonora. The Legislature sheuld encourage military organization by appropri. ating woney to buy arms. This would be , helping the General Government and the_ State both. : ing ems de Le teed. OE meee st A MUTINY breke out among some of the soldier, stationed at New San Diego, on the 6th instant. ‘The ringleaders were arrested aud confined. They were ordered out the next day to moye a email building. ‘One private refused to work und was insolent to the officer in charge, tliree times daring him to shoot, when he did shout, the ball passing through his heart. The ‘other prisoner made at the officer, but were prévented from doing any harm by non commissioned officers and mes. The prisoners were then put in double irons. The name of the private killed was Huck. THE schooner Triumph hasurrived at New York, from Newbern, North Carolina, and brought ten contrabands,-whom the Captain picked up at sea, in a boat. “They are a hard ‘looking set, and have apparently suffered ‘rom expesure. a A CASE of incendiarism, incited by jealousy, was tried at Calais, France. A young mav named Sourgeoise, who had paid bis-ad-* dresses to a dainsel named Delmotte, was vexed at her flirtations and sought revenge by. setting fire to her father’s barn wh'ch was consuined. For this act he was sentenced to fifteen years imprisonment and hard labor. “. ee ee Ir is stated that the military foree in Canada is about to be increased by some batte~ ries of artillery and a brigade of infantry. Large additions have been recently made to the stores of arms, nmmuniton and material in miltary depots, which rre now equal to equipping and maintaining in the field a force of 250,000 men. 4 “THE amount of cetton-raised at Hilton Head and adjoining Islands by négroes under the Supervision of the U. S.Government, it is said will exced three thousand five hundred bales, valued at over one million of dollars. This Uncle Sam has been improcting the Constitution, which does’nt say 4 word about raising cotton—not a word. That right ‘‘was’reserved respectively to the States and to the psople,” because ‘tnot specifically renumerated” don’t ye see.
