Italian, and ( ly predicts a general. war in Europe. It pk gem Austria
““has-intimated, in pretty round terms, to Victor Emanuel that Garibaldi must not invade
Naples, and that, should he do so, Austria
will hold the Sardinian monarchy responsible .
for his acts. There are two circumstances,
connected with this matter, which deserve
attention. The first is, that, though the Sar_-dinian Gourt diplomatically pretended to wash

ease-is just-this: Austria will declare war
against Sardiniathe moment Garibaldi libe~
rates Napl dethrones the Bourbon king;
-and di must do—or, rather,-has als
readydone—the very thing whieh ‘s.to bring
viva war between Austria and Sardinia. The
7 fast news from Italy shows. ‘that Sardinia has
not been taken by surprise by this Austrian
demonstration.. Victor Emanuel and his superb grand premier, Count Cavour, have.
been busily-preparing for just puch an enterfainment as that to which the Austrian government has invited them: The Sardinian
army has been. rapidly increased, and arms
= end provisions.collected for it with extraordinary dispateh.
The Austrians have 250,000 troops aiihing guard over the Venetians These troops
must be the ones upon whom the Emperor
must rely to make the first onslaught upon
Sardinia. The moment they turn their backs
pon Venice the Venetians will rise; and
though they may not be the very beat of a

large and well appointed navy at his command,
besides a large. army, with which to operate
‘aguinst Austris, in Venetia, Croatia, or Hyngary, or in all of them, and the revolt of the
Hun Tians, alone, should there be no intervention on the part of any of the great pow“— will be fatal to the throne of Francis Jo#0
The war, which, no doubt, is now actuallyraging, will be a war of Austria, not against
Sardinia alone, hut against -all Italy ; for its
very first effect will be to unite all Italians
and induce them to make common cause
against the common enemy. Even Rome will
be aroused: and the Pope’s genefal; the
'Trish-French Lantoriciere, his debased
Italians and foreign merece i, will be beaten out of the Eternal City and scattered to
the winds. Under these circumstances, if
none of “the great powers intervene, the
chances are ten to one in favor of Italy against
‘Austria. The Austrion soldiers aro but little
better than slaves. They ete of various nationalities and races, with no especial love
for the German element which dominates the
empire. Besides, ths Austrian government
is. miserably poor, hoth in money ard credit,
and cannot furnish the sinews of a protracted
war. On the other hand, their enemies’ will
be inspired by the strongest and fiercest mo‘tives that actuate humanity—national pride,
love of liberty, and hatred of oppression and
the oppressors —and the Sardinia) governmeut will have no difficulty in borrowing all
the money it may need, for the cause in which it
. is engaged widely embraces polities! and religious emancipation, and has the earnest syn.
pathies of the Hebrews, who hold the pursestrings of Europe.
There will-be no intervention. England is
emphatic on this question, The French Emperor dare not take part with Austria, however ‘much hé may: wish to do~so, without
running counter to French policy and etdanreriug hiserown, and Prussia and Germany
will be controlled by England. . Russia, most
prebably, will be willing to let Italy and Anstria alone, and content herself by. watching
. for a good pretext-to take a comfortable
‘glice of territory out of Turkey. Should
there be intervention, there will be a gener}
war in Europe, and where it will, end, must
be left fur the future historian to chronicle.

Ed. Transcript :
Can you inform mé why the ‘published?
; Journals for 1860 hi ve id ae lished?
Five months and a el since the
adjournment of the wha 4 Last year,
the State Printer, (John O’Meara,) had them
ready in less than:a week after the adjournment, as I haxe been informed. As you formérly held the office of State Printer, doubtleas ou can enlighten me as to the reason of
he delay. Ex-MEMBER,
We should be extremely delighted to anawer “‘ Ex-Member,” but it is as much. our
misfortune 2a his to be profoundly in the
dark in this matter. There was a time, when
the Legislature was so solicitous to have the
journals appear immediately on the heels of
the. session, that they compelled the State
Printer to print them as fast as the Secretary
of the Serate aad Clerk of the Assembly
could furnish copy, so that they weuld be
ready printed and folded, and lacking only
stitching, at the adjournment of the Legislature. If the Legislature inade, some different arrangement, at the last session, our
friend, “‘ Ex-Member,” ought to know somethitig about it. If no change was made, we
are. awfully-effaid-that the State Printing
concern ‘have suffered their affaire to run behind time. If is a great bore, we know, for
editors and stumpers, who wish to quote the
‘legislative journals, either to crush their enemies or exalt their friends, not to have them
But the fact is—the journals are still in the
distant future,
