They are said to have actually signed a convention to that effect, to which they invite the assent of the United States; but if that be withheld, they are still determined on_an effective course of action. This: explaine, perhaps, the great mustering of U.S. ships _ in the Gulf of Mexico, to be ready to act as emergency miglit dictate. The N. Y. Times, tof the 27th August, exclusively published . this important intelligence, the exact bearing of which on the immediate and fature politieal relations of our country with Mexico, can as yet scarcely be calculated: But without speculating at present on the possible and probable consequences of this event, we content ourselves meanwhile by laying before our readers, in_extenso, the article from the Times, Here it is: * “We have the best authority for stating that the Mexican question is on the point of being peremptorily settled by a decisive intervention of four of the Great Powers most deeply interested in the restoration of order throughout the dominions of our distracted neighbor. F , Spain and Prussia have signed a-convention for the paeificstion of Mexico, to which they invite the ad-— hesion of the United States, but which they propose to carry into effect Without that adhesion should the United States refuse it. “The bases_of toleration for all jous opinions, and of a modified establishment for the Roman Catholic Church, we uiiderstand .} to have been already accepted by the Consti. tutionalists under Juarez oh the one part, and by the Clerical party‘under Miramon on the other. An armistice of twelve months duration is to bedeclared between the respective leaders, and during this period those portions of Mexico occupied by each are to be held-without dispute by the actual ocoupants; joint action being taken to secure the carrymg on of the necessary business of the: ing . public administration and the maintenance of order. Ata time to be hereafter fixed, the people of Mexico are to be ealled upon to elect bétween the principles represented by the two factions, and the respective leaders pledge themselves to resign all their author-— ity and arms into the hands of the Goveryment thus designated under the sn of the intervening powers. _/ “The grounds of -this action, jassaile submitted to the Administration at Washington are, that the party,-of Juarez, which might hive beenestablished as the Supreme Executive more than a year ago, under the terms of the treaty proposed by Senor Ocampo through Mr. Metane to the Washington Government, hasdemonstrated its incapacity of conquering power, and that the United States have definitely abdicated their pretensions. to aid it in this conquest ; that the party of Miramon, in like manner, has proved itself dependent upon an isolated intervention by Spain, which is in every point of view undesirable ; aud that the interests of the subjects of the intervening Powers and of civilization generally, can no longer be left at the-mercy of the pértisan warfare which has raged for six years in Mexico, and hae reduced. tie country to the very brink of -chaos. “It is unnecessary for us to point out to our readers the gravity and impertance of this act on the part of the Eetvpeen States. ‘.
