The Board of Supervisors this afternoon passed an order abolishing the chaingang. “‘WHEn'it was instituted it was the geners) opinion that if prisoners. were obliged to work on the roads there would not be so tany prisoners, but it has not had that effect to any great extent, while the expense of guards and extra meals for prisoners has been hardly compensated for by the labor performed, so the Board concluded to do away with the gang. : ; ED nas ae Native Daughters. ‘Members of Laurel Parlor appointed to prepare an entertainment for tomorrow evening have arianged an interesting program, the principal feature being a farce. The Governor has ‘secured some documentary evidence proving that coyote scalps have been imported into this State from other States, One of these was a way Dill for a 125-pound box of coyote scalps from Fort Wayne to Kansas City by the Ameriean Express Company. The box was traced from Kansas, City by devious routes to Bakersfield, Kern county. Another box traced trom El Paso to Bakerstield. H. L, Packard, County Clerk of Kern county, is now being investigated by the Grand Jury, He has assigned to him claims for 6,277 scalps valued at $31,215, all of which the State was expected to pay. It HIS STAGE FRIGHT.The NeW Czar Acted Like a Booby and Had to Be Braced and Coached. The story of the sudden evolution of an emperor which was brought back to London by the witnesses of the’ Russian pageants of grief and joy is one of the strangest in the personal histories of great rulers. The members of the British court and the English correspondents who, followed the funeral party from Livadia to St. Petersburg saw and heard some interesting things -which—it--was not possible to describe in the dispatches which were sent homa, It is learned that for several days uter the death of Alexander LI the members of the Russian court were relaced to despair and distraction by the behavior of. the. young czar. He was completely unuerved, not so much by grief at his father’s death as by his sudden encounter with the vast-responsibilities of the position. Hé became for some days ashrinking, cowering weakling. It was almost impossible to coax or spur him into the exercise of any of his imperial functions. Those whose duty it was to prompt-him regarding the proper state and other formalities were at their wits’ end, and the situation caused the greatest alarm inthe court. When some simple course was. urged upon him, the young emperor shrank back and begged that hebe let alone. “He even whimpered when the necessity of action was pressed apon him as imperative: He more than once burst into tears ‘and acted more like a terrified child than the ruler of an empire, This continued for seveal days after the arrival of the Prince of Wales, and itwas to him-that the officials,of the Russian court finally appealed. The prince was equal to the occasion, and in the last three weeks -he has done more for England than the whole British foreign office would be able to: accomplish in a generation. He remained ‘constant: ly by the young emperor’s side, He put heart and courage into him. Before the czar reached St. Petersburg he was transformed. He not only became a man, but began to acquire some of the dignity of his rank. He soon astonished his advisers by displaying a genuinely intelligent comprehension of public affairs, with sound if not brilliant powers of judgment. 3 When the wedding day arrived, he had-developed an originality and independence of opinion which further amazed those around him. In other words, the attack of blue funk which at first caused the gravest fears for his capacity to govern has been completely conquered.—London Letter. Swearing Allegiance to Russia. The ceremony of swearing allegiance to the new czar, which has been going on in every Russian. church in Europe, is an old Byzantine one. Liturgical chants and prayers precede it. ‘The officiating priest and singers aro heard but not seen during the devotional part of the service. When they appear, they come forward. A crucifix and a copy of the gospels are on the table; The-congregation, beginning with the functionaries present, then file past the table. Each balts while the priest, holding up the forefinger and second finger of one hand, recites the oath. The person to be sworn in holds his hand in the same manner.
