ours couid not be cartied on by ignorant
people, Both intelligence and education
are necessary. These lead us to take
both success and defeat in: politics philosophically. They show us that under our
constitution and system of government our
political opponents cannot (as our stump
speakers of both sides frequently assert) ruin
the country, For nearly a century and a
quarter this government based upon the
greatest good tothe greatest number has
stood the test of time: If it had met with
no obstacles, if we had been free from wars
and complications with other countries we
might feel, us the people of other nations
have persisted in feeling, that we hada good
but weak government, There can be no
true liberty without.an observance of law;
all other liberty subsides into anarehy ‘and
political chaos, for such thing as personal
individual liberty would grant the robber a
right to rob, and the murderer a right tv kill
indiscriminately. True liberty, then,—a
liberty which protected by law. That is
what is done in this country, and that is
what has made our government the great
success it has been, Foreigners while recognizing this fact continuously sneered at
our government up to the war of the rebellion, Your government, they said, is good
enough for an intelligent, educated peoplé,
but it has not sufficient strength to cope
with any great internal outbreak against its
authority, still less with any foreign interference. This talk has become less common since our: government put down the
