APRIL 28, 1394. 6 sl waskGs 7 : = oo sear THE DAILY TRANSCRIPT Pablished Every Evening, oxoopt Sunday. BROWN & ‘CALKINS, Proprietors. SERVED BY CARRIERS aT ; 15 Cts.per Week or 60 Cts. per Month WHEN PAID IN ADVANCE : SIX DOLLARS PER YEAR. ‘DEPARTED MILLIONS. Where Has, San Francisco’s Wealth, S. F. Post:—It is a startling statehieht that Assessor Sit be made yesterday. There will be a falling off of several mill~ ion dollars in the assersment. roll ‘this year owing to the shrinkage in the value of * real property and the depleted stocks of the city’s merchants. The personal property roll will be several millions short of what it was last year. “At a meeting of the Finance Committee of the Board of Supervisors, the most. rigid economy will have to be practiced in the munici. pal government during the next fiscal year to make the dullar-limit levy cover the expenditures. — A month ago Astesnor Siebe expected that the assessment roll this year would raise that of last year by several million dollars. He declared that there would bea large decrease in the real estate roll because of thg shrinkage in values, but that he would more than make it up on the personal property assessment, which he proposed to raise several millions. He now finds that-he is compelled to lower the real estate assessment and that he cannot raise the personal property assess~ ment a dollar, except in a few rare instances, and they are corporations, He has found a great falling off, and he cannot with any degree of justice assess merchants for more than they have in their stores. “If this thing keeps up for five years,” said Assessor Siebe, ‘there will not be a wholesale house in the city. They will all be driven into the retail trade, as many have been already. “Why, I-have herein my oftics the sworn atatemente of merchants who never m.de a statement befoge. I havehad oaths, ‘Thy declare that their statement covers everything they possess'and they in“vite me to examine their stocks. In many ‘asseesed for more than they should be, I know men who will pay taxes this year on more property than they have and yet they ee KEKE ERE = ss 2s et ek Read Our List of Bargains, Every Department Complet€. than they were actually compelled th, in. --yRRaxkRARK RRR RR ARRAS BARGAINS ! will not be assessed as"high'as tast’year, “Why is it?” continued Mr, Siebe, who is considerably a,itated over the condition of atfuirs. “Why, it ia all due to hard times. The merchants, both wholesalers ‘and retailers, have bought no more goods order to keep their business going. Their stocks are all run down and they have nothing but old goods on hand whieh they are trying to* dispose. of.---You find. wholesale, clothiers doing a retail-trade and not a bit of wholesale business. “*Men are not going to buy when they can’t sell, anu-can’t-more especially -whenthey can’t get money, to pay for what they. buybroke, and itis only a matter of a short time before they will be forced out of busious merchants, now they ave auction sales in order to raise a little ready money. “It’s rio use, I’ve tried my best: to raise dreamed it could be. I cannot even approximate what the decrease will be. I couldn't tell within millions of dollars but I]. know it will be very great. ‘In the case of afew corporations: T have raised the assessment, but it’is only a drop in the bucket. The raise, compared with the decrease elsewhere, amounts to nothing. “I have been after people night/and day,” ~gaid Mr. Siebe, his lips trembling, with agitation, ‘‘to try to find property to assess, but, sir, they haven’t got it.
