GLAND, it is said, is disheartened over the loss-of five hundred men and a general! We are wont to talk about the war with Spain as of some consequence. The results of the -war are far-reaching; . } but the greatest land battle would have rated as a skirmish in. our Civil War. All the years, of war by England in South Africa and all the years of war by the United States with Spain and the Filipinos has not involved the loss of one hour between Grant and Lee. That was war; we now have skirmishes,and it is to be hoped that neither England nor the United States have so come down in force as to feel shocked at a loss along the skirmish line. When General Custer and his whole command were killed by the Indians _ there went not throughout the world the proclamation that} the Indians were getting the better of the United States. The massacre was deplored, but no-one doubted any more the prowess of this government. @44ea2444444684 -Reelprocity Humbug. NFORMATION from Washington is to the effect that the House Ways and Means Committee has unanimously agreed upon the wiping out of the entire war taxes. If this move is agreed to it will end all efforts at reciprocity. The reduction of the revenues will be so greatethat a\further decrease of Tariff duties will be impossible. The country is to be congratulated upon this<action. Reciprocity is a beautiful thing in theory, but in practice it is but the advance courier of Free-Trade. The world doesn’t buy from us because of any sentiment. It purchases here because it must come to us for many of the goods it wants and because our prices are lower than those of the rest of the world. Reciprocity on the other hand means admitting to America duty free many lines which can be produced or manufactured here. Thus we throw down the bars of Protection and help build up some other nation at the expense of our own. Reciprocity also means an interminable tangle in the revenue laws and many attempts to palm off as duty free goods which do not come trom countries with which we had reciprocity treaties. In fact, reciprocity would be unfair to America and unfair te many other countries, When we are prospering so well under Protection it seems foolish to deliberately put gaps in the fence. > PPRERP DP PHT HD PS Inauguration Day. HE STATEMENT comes from Washington that the Governors of thirty States have consented to serve on a national committee to advocate changing the date of inauguration of a President from March 4th to the last Thursday in April. The only argument that has been advanced in favor of such change is that the weather is more likely to be pleasant in the latter part of April than in the early part of March. If spectacular effects are the principal purpose of inaugurations, the change should be made. Residents of Washington-who find pleasure and profit in events which attract to the capital city of the nation crowds of people naturally prefer sunshine on such occasions to storm. The extension of the term of the President from March 4 to the last of April would carry with it the extension of the life of the Congress existing when the change is effected. The term of each succeeding Congress would commence in the latter part of April instead of on the 4th-of March, This would prolong the existence of Congress to within about six Under the present law a Congress elected early in November meets in regular session:thirteen months after election. The old Congress meets thirty days after a new Congress has been elected and remains in session until the 4th of March. Under the proposed change the old Congress would continue in session nearly two months later. Each Congress is elected for a term of two years, or twenty-four months. Under the proposed change fifteen months of the life of a Congress would expire before the Congress would commence its official duties, A change which would call Congress to action within three months after the election would better serve public interests. months of the election of ifs successor.
