Two of these, New Orleans: and Ortiaha, are] already committed to municipal ownership. . tT here are ninety-seven cities with populations ranging frem 100,000 to 30,000, and of those nearly seventy own waterworks, while a number of others are making more or less rapid_progress toward municipal .qwnership. The News believes that this trend toward municipal ownership is not a matter of accident or whim, but “that a water supply is so essential to the general prosperity of a community, and so closely related to the comfort and health of every citizen, as to give rise to a strong feeling thatiits supply should not be intrusted to those whose primary object is profit. Although Nevada City at the present time owns its own waterworks, it can certainly indorse this opinion, for it knows from many years experience the folly of entrusting is supply to those whose primary object is profit. One of the wisest moves ever made for the public benefit and advancement’ of this municipality was the purchase of our waterworks system by this city, and the wisdom of this enterprising venture is manifesting. itself as the years roll by in the substantial rev—4. The date of the next Great Council to be held here in ibe was changed from the second week in August (the usual date) to the third week in August, The purpose of this change was to give the San (Francisco delegates an opportunity to vote at the primary election which is always hae in that city on the second Tuesday of August. / During the same.week that the Great Council of Red. : Men meets here,the Great Council of the Degree of Pocahontas.(the ladies’ auxiliary.-of the order) will also convene here. CIT FOUNTAINS. They Would Undoubtédly Redound to the City’s Great Good. Among talked of improvements at the City Trustees’ meeting last evening Trustes Buckley urged that the city erect a water fountain at the Pleza. This is a subject that has been discussed and dwelt upon by the people at large, as well as by the City Dads, and the consensus of ‘opinion seems to prevail that the proposition ought to be carried into execution, Not only are the citizens and tax payers in favor of a fountain at the Plaze, bat the majority of them openly and unreservedly promulgate the erection of one in the center of town, where the thirety may quench their parched throats at will, In Sacramento, Chico, Oroville and various other places in the State drinking stands are maintained and preserved for the benefit and accommodation of those who are vitally interested, and where once es tablished have proved to be of inestimable good to their respective places. As it is now persons in need of nature’s cool and sparkling beverage are forced to seek their homes or else ask the favor of private places. SEITE Gendarme Halim Who Murdered the Russian Consul Given Fifteen Fifteen Years in Prison. ConsTANTINOPLE, August 14.—The courtmartial held at Monastir condemned Gendarme. Halim to death for the murder of the Russian Consul. His sentence was afterward commuted to fifteen years imprisonment. The Imperial troops have occupied Krushevo, which was recently seized by Insurgents, Fighting with revolutionists is still proceeding outside the town. Reports have been received that the Insurgents are attacking various small villages. DEATH OF DROMINENT MAL OakLAND, August 14.—William D, English, ex-Harbor Commissioner, and President and Secretary of the Contra’ Costa Water Works, died here at 4 o’clock this morning, dicitis. He was one of the best known men in the State of California. In politics he was a Democrat and always took much interest in public affairs. This was the second time that he had been operated upon for appendicitis. —= — JOSIAM 6. AMES DEAD ManrinEZ; August 14—Josiah B.
