laws of this State, by causing a board of
fifteen freeholders, who have been, for at
least five years, qualitied electors of such
county, at any general or special election,
whose duty it shall be within ninety days

a count, overnment act for such county,
which shail be signed in duplicate ay the
members, of such board, or a. majority of
the , and returned, one copy thereof to
the Board of Supervisors or other legislative
y of such county, and the other copy to

the, Secretary of State, the other, after beiug recorded in the office of the recorder of
deeds iu the county, among the archives of
the county.
Ail courts shall take judicial notice thereof. The county government act so ratified
may be amended, atintervals of not less than
two years by proposals therefor, submitted
by the oe ative authority of tha county, to
the qualitied electers thereof. at a genera}
or spe jial election held at least forty. days
after tne publication of such proposals for
twenty daysin a newspaper of general ¢irculation in such county, and ratitied by at
least three-tifths of the qualified electors
voting thereon, and approved by the Legislature as herein provided for the approval
of the coutty government act. In submitting any such county government act any alternative article or prov.osition may be presented for the chaice of the voters, und may
be voted on separately without prejudice to

such high schools, evening ¢chools, normal
schools, and technical schools as may he established by the Legislature or mu bicipal or
district authority, but the entire revenne

State sehool tax shall he applied exclusively
to the support of primary and grammar
schools, Grammar schoolsshall include

relation to sessions of the Legislature, by
which it is proposed to amend said section

Section 2. Ihe sessions of the Legislature,
shall commence at twelve o'clock meiidian
on the first Monday after the tirst day of
Jannary next succeeding the electi¢n oF its
members and shall be. bi-nnial unless the
Governor shall in the-interimn convene the
Legislature by proclamation. The Legislature shall then remain in session for twentyfive days, after which it. must adjourn to
some date not less than thirty vor moe
than sixty days from the time of adjournment. Ifthe two houses fail to agree npon
a time at which they will resume their ses-=
sion, the Governor shall, by proclamation
fix a date for such reeonvening, which. rhall
be within the limits above prescribed. Upon reassembling, the Legislature shall complete its session. No pay shall be allowed to
members for a longer period than seventyfive days, and no bill shall be introduced in
either house except at the first twe: ty-five
days of th: session, without the consent of
three Jonrths of the members thereof.
