The inhabitants of any county may frame a couuty goverument act for their own government, relating to the matter. hereinafter’ specified, and consistent with, and subject to, the Coustitution and laws of this State, by causing .a board ot fifteen freeholders, who have been, for at least five years, qualitied electors ot such county, at any general or special electio 1, whose duty it shall be within ninety days after such e ection. to prepare and propose a county. soverument act for such county, which shail be signed in duplicate by the members of such board, or a majority of the , and returned, one copy thereat to the Board of Supervisors or other legislative body of such county, aud the other ec py to be, sent to the Recorder of Leeds of the county.
