(Being Senate Constitational Amendment
0. 41.)A resolution to propose to the people of
the State of California an amendment to
section eizhteen of article’ eleven ofthe
Constitution, in relation to sevenue aid
taxation, by wulch it is proposéd to amend
s»id section to read as follows:
Section 18. No county, city, town, township, board of education, or school distriet
shail incur any indebtedness or liability in
any manner or for any purpose exceeding in
any year tueincome aud revenue provided
for it forsuch y:ar, without the assent of
two-thirds of the quatified elcrors thereof,
voting at an election to Le held for that purpose. nor unless befure, or at tlie time of incurring: such indebteduess, Provision shall
be made for the collection of an annual tax
sufficient to pay the interest on such indebtaduess as it talis due, aad ulso provision. to
constitute a sinking fund for the payment
of the principal therecf on or before ma
turity, which shall not exceed forty years
from the time of vontracting thesame; provided, however, that the City and « ounty. ot
San Francisco may at any time pay the unpaid
claims with interest thereon for materia s
furiiished toand work done for said city and
county during the forty-third and fortyfourth fiscal years, out of the income and
revenue of any suceee ing year or years;
rovided, that any and. all claims for makCe. rep3iring, altering or tor any work
done upon or for auy material furnished for
any Street, lane, alley, cuurt, place or side=
walk, or for the coustruction of any sewer
or sewers in said City and County are hereby
excepted from the provisions of this section;
and in determining any claim permitted to
be paid by this section, no statute of limitations shall apply in any manner; and provided further, that the City of Vallejo,” in
Solano county, may pay its existing indebtedi -ss incarred in the construction of its
water works, whenever two-thirds of the
electors thereof voting at:an election held
for that purpose. shail so decide, Any iudebtedness or liability incurred contrary to
this provislon, with the exception hereinbefore recited, shall be void.

(Being Senate Constitutional Amendment
No. 10.)

Constitution of the State, by adding a new
section, to be kuown and designated as section seven and one-half, article eleven
thereof, providing for the framing by the
inhabitants of counties, of local county government acts for their own government.
The said proposed new section to read as
follows: :
Section 7}4. The inhabitants of any county
may frame a couuty goverument act for
their own government, relating to the matter. hereinafter’ specified, and consistent
with, and subject to, the Coustitution and
laws of this State, by causing .a board ot
fifteen freeholders, who have been, for at
least five years, qualitied electors ot such
county, at any general or special electio 1,
whose duty it shall be within ninety days
after such e ection. to prepare and propose
a county. soverument act for such county,
which shail be signed in duplicate by the
members of such board, or a majority of
the , and returned, one copy thereat to
the Board of Supervisors or other legislative
body of such county, aud the other ec py to
be, sent to the Recorder of Leeds of the
county. Sueh proposed county government
act shi! then be published in two Papers of
generyl circulation in such county, or if
there 2 not two such papers, then in one
only, for at least twenty days, and within
not less than thirty days after such publicatien it shall be submitted to the qualitied
electors of such county, at a general or special election, and if a majority. of such quale voting thereon shall ratify the
same, it shall thereafter be submitted 60 the
Legislature for its rejection or approval, as
a whole, without power of ‘alteration ‘or
amendment, und if approved by a majorit
of the members elected to each house, ‘d
shall be the county government: act of such
county, and shall in ucn case vecome the
——law thereof and sapersede auy existing county government act,aund all amendmeuts thereof, ani all special laws fuconsisteut with such county government act.
A copy of such couuty government act, certified by the President of the Board of Supervisors or other legis ative body of such
county, aud autheuticatedby the seai of
such county government act to the electors,
aud its ratification by them, shall be made in
duplicate and deposited, one in the atfiee o1

ing recorded in the office uf the recurder of
deeds in. the county, ainong tne archives of
the county.
Ail courts shall take judicial noties thereof. The county government act so ratitied
may be amended, at intervals of not less than
two years by proposals theri for; submitted

the qualitied electers thereof, at a genera:

twenty days in a newspaper of goneral circulation in such county, and ratitied by at
