RESIDENT ROOSEVELT has a large number of good practical ideas and is very direct and outspoken in expressing them, He believes that style of oratory the most effective that carries his thoughts to other people and he does not worry much about _* methods of expression or “choice of words so long as he lets his hearers know what he means. He made one of his usual practical “speeches at Oyster Bay when he addressed a religious organization on Sunday. It was a plea for decency of language as well as of life. If some of the young men on this side of the continent —and the old ones, too—would heed his remarks the community would be all the better. “Tam not addressing weaklings,” he said, “or I should not take the trouble to come here, I am addressing strong, vigorous men, who are engaged in the active hard work of life, and life to be worth living must be a life of activity and hard work. I am speaking to men engaged in the hard, active work of life, and, therefore, men who will count for good or for evil; and it is particularly incumbent upon you who have strength to set a right example to others. I ask you to remember that you cannot retain your self-respect if you are loose ‘and foul of tongue; that a man who is to lead a clean and honorable life must inevitably suffer if his speech likewise is not clean and honorable. Every mau here knows the temptations that beset all of us in this world. At times any man may slip. Ido not expect perfection, but I do expéct genuine and sincere effort toward being decent and cleanly in thought, in word and in deed. “If any of you, in the presence of younger boys, espec— jally the younger people of your own family, misbehave yourself, if you use coarse and blasphemous language before them, you can be sure that these younger people will follow your example and note your precept. It is no use to preach to them if you do not act decently yourself. HE Balkan region is now, or soon will be, ablaze. It can hardly be said that there is, or will be, war. Butchery would be a better name for it. War implies that men go out to do battle against each other, but in the Balkan region the torch is as mighty as the sword and the slaughter is extended to women and children. The Mitisselmans kill Christians without respect to age or sex and the Christians do as they would be done by if the Musselmans got the first chance, The war is one of extermination of vilJages and villagers. The condition is as intolerable as human imagination can picture it, and it is not likely that half the truth will ever be told. The Turkish army must live on the country, whether it be in Turkey or Bulgaria. That army is without rations and without pay, and, as with the Spanish armies in the days of Charles and Philip, if they are not given a foreign city to sack the soldiers will sack one of their own cities. If they do not go to this extremity they resort to brigandage and to levying forced contributions for their support. To complicate matters still farther the Albanians would as soon fight Macedonians as Turks, Christians as Musselmans. . The Bulgarian government would fain keep Bulgaria out of the muss, but the antipathies. of the people toward Turkey are so strong and feeling is so aroused that the Bul: garians can not be restrained and that country is likely to go up against Turkey as Greece ‘did and with about the same results, for notwithstanding Turkey’s poverty, she is still strong in a military way and would give even Russia a hard tussle for the mastery in the Balkans, A Genial Traveler. ¥.
