Rates For Other Advertising Made Kno +n on Application LL _ ANOTHER:ONE OF THOSE Interesting Letters From Our Regular Correspondent. San Francisco, August 21, 1894. My Dear Transertpr :—Since my last letter to you I have met with a very pain-. ~~ ful accident—no less than the spraining of my right wrist. The pain was so intense that for a time I was afraid I would not be able to send my usual scribble. But thanks to good nursing and a liberal fise of arnica I am again able to sit at my desk and use up a lead pencil, or try to. THE CUSTOM HOUSE, This is the last time I will mention it in this correspondence. I want to say something about the Naval Office. It is not the proper name, and has led to a great deal of confusion. The Naval Officer should be called ‘Controller of Customs for the Port of .” The name originated in England, and in making. our Customs law the first Congress, after the success of the Revolution, incorporated it into them. It was the law. in England that the ranking Naval Officer, whenever he cast anchor in a customs district, should at once proceed to the. seat of customs, look over the accounts, ‘certify to their correctness or otherwise, and then sail away. That is the origin of the name. As I said before, it has led to great confusion, as many people believe it has something to do with the navy. Nothing could be further from the teuth.° The Naval Officer, under the law, is simple a check upon the Collector of Customs. If the former does his duty, keeping within the line that the law lays down for him, no fraud is possible. Up to the time that.Mr, Waite and myself took office (I will no longer hide our light ~wudera bushel) the Naval Office was justly . considered the ‘‘fifth wheel to a wagon,” as it was then called in San Francisco. The first advice I got was this: ‘Draw your salary, and say nothing.” But I didn’t de it. The first part of the advice I took; the second I immediately communicated to my superior. We had fights, many and hard ones, but we came out of all of them with flying colors, Money and influence were of no avail. We made the office what it ought to be; we brought order out of chaos, and when we left it—not crowned with honors, as they call it, as‘neither one ‘would take a present—it was with the best wishes of all. I have used the plural in. this letter because I was a part and parcel of those reforms. The same changes that we made are in'torce today, and the Naval Office is what it was intended to be—a check upon the Collector. I write thus fully because one of the editors of one of our leading papers was in ignorance. of .the.Naval Officer’s duties. To summarize: Eyery document or paper that passes through the Custom House must be.countersigned’by the Naval Officer or his deputy, or it is void. This includes all papers; so one can see how important the office is. ~There are but six Naval Officers in the United States—New York, Boston, Philadelphia, San Francisco, Baltimore and New Orleans, _ JOHN 1. AGAIN It was my intention when I got home tonight, to write of those who had made a record for themselves in the Customs service here; but on reading your rich, rare and Spicy account of the open air meeting held in your city on Saturday evening last, all such thoughts fied, and my astonishment can hardly be expressed in words, Can it be possible that my old friend, the Chesterfieldian Johan I. Caldwell, could become so autocratic, and hea reformer? Perish the thought! Let me have the faint hope that there is some mistake in your report, and that an evil genius, an iconoclast, has got access to your columns. Hea ‘‘Boss’—he a Dictator? Well, I am losing my faith in humanity. Let us hope, yea, let us pray, that this much-misguided man will see the error, of his ways and turn from evil ere it is too late. When I write of J ohn I. my thoughts involuntarily run to verse, so here goes : Oh, John, oki, John, you were so wrong hen you became a traitor ; But now, to make the matter worse, You want to be Dictator ! He is now Assistant Registry Clerk and one of the Civil Service Examiners. He married Mattié Coe, of our city, and has a grown-up family. ‘‘Joe’’ is a good clerk and good felGeo, H.
