Amendment Number One.
ASSEMBLY CUNSTITUTIONAL AMENDMENT NO. 8.
A resolution to propose to the people of the
State of Call fornia an amendment to the
Constitution of the State, amending section
one of article two thereof, relative to the
right of suffrage. y
Section 1. Every native male citizen of
the United States. every male person who shall
have acquired the rights of citizenship under
or by virtue of the Treaty of Queretaro, and eyery msle naturalized citizen thereof, who shall
have become such ninety days prior to any
election, of the age of twenty-one years, whe
shall have been resident of the State one year
next preceding the election, and of the count;
in which he claims his vote ninety oS
in the election precinct thirty.days, shail be entitled to vote at all elections which are now or
may hereafter be atithorized by law; BROVIDED,
no native of China, no idiot, no insane person,

three of article eleven of the Coustitution
of the State of Ualifornia, relating to the
formation of new counties, ;
Section 3. The Legislature, by general and
uniform laws, may provide fer the formation
of new counties; PROVIDED, HOWEVER, that no
new county shail be established which shall
reduce auy county toa population of less than
eight thousand; nor shall a new county be
formed containing aless population than_ five
thousand; nor shall any line thereof pass within five miles of the county seat of any count
proposed to be divided. Every county whic
