FORTY-STAMP MILL.
Lumber Is Being Hauled to the Champion Mine For. It.
Some time ago the TranscrIPT stated
that the Champion Quartz Mining Company would soon commence the erection of
a forty-stamp mill, making seventy stamps
in all, The ground for the new mill has
been cleared and a gang of men are now
preparing to put up the big structure.” M.
L. & D, Marsh have the contract for the
lumber and today they have three teams
engaged in hauling the lumber to that mine.
Work will be pushed as ‘ast as'it is possible
to. do so, and it is expected that in a few
weeks the new stamps will be ready to
crush the fine looking rock that is , being
taken out of this celebrated mine, The
Champion is opened up in good shape and
from every appearance the seventy stamps
will be kept busy for many years to come,
and everybody here is glad of it, for the
reason that the lucky owners are the most’
liberal set of men that ever engaged in a
mining enterprisé. The President of the
company, Gus, Kartschoke, arrived here
this morning to see the work started on
the new mill.

A Painful Accident.
~The eight-year-old son of Joseph SampGrass Val‘ley, was the victim of a very painful accident yesteiday afternoon, He was standing on a fence and losing hig balance fell to
the ground. A stick which was grasped in
-one of his hands penetrated the cheek,
breaking off and ‘a portion remaining imbedded in the flesh, Drs, Brown and Ja~
mieson attended the little fellow and were
compelled to administer chloroform while
removing the particles of wood from the
-child’s face, the pain was so intense.

A Bad Runaway.
McGurn’s four-horse stage got away from
the driver on the Geiger grade, . between
Virginia City and Carson, on Thursday.
The stage was overturned and a woman passenger, Mrs. Gerrins, riding on the seat

Laughty Admits Killing Arthur Meyer,
the Stage Man.
ORoVILLE, August 29,—In the jail of
Oroville is-confined Thomas Laughty, alias
Locklin, who is believed--to bé the murderer
of Arthur Meyer.: On the 30th of last
October, Meyer was driviug a stage near
Nevada City, when a lone highwayman held
up the stage and demanded the box,
did not obey at once, and the, highwayman
fired, killing him ‘instantly, Detectives
traced the murderer all over Northern California, but failed to find the robber, althongh
a reward of $2600 was offered. Two months
ago, Laughtly was arrested in Chico ona
charge of larcency and pleaded guilty and
was sentenced to ninety days in the County
Jail. Four weeks ago, his.cellmate, George
Evans, heard him murmur inhis sleep: ‘I
shot Arthur Meyer, and if I don't get that
old —— in the bushes.there, he
will get me,”’ Evans thought he had the murderer and spent‘two weeks in questioning
Locklin, One day Evans said to him: ‘*You
should be more careful what you say in your
sleep, for you might tell things about yourself yon don’t want others to. know.”’ From
that time Laughty feared Evans. For nearly
a week he was ina terrible state of excitement and day and night waiked up and down
his cell without sleeping. At last he picked
a quarrel with Evans, but the jailer separated them. Soon after this, six of the prisoners were sitting together when Kvaus said:
“T wonder if a murderer conld be hanged. by
what he might say in his sleep. I think I
know the murderer of Arthur Meyer, and
could:put my hands on him.” Laughty,
who was behind Evans, in‘a fit of-rage grabbed up a spittoon and struck him a heavy
blow on the head. The other prisoners stopped the fight, told Under
Sheriff Guidery and Sheriff Wilson what he
had heard. They found further proofs of his
guilt, and as soon as Laughty’s term expires
he will be taken to Nevada county. Laughty
is seeking in every way to escape, He has
tried the wall at every point and also tested
the iron door and windows. Twice he has
been caught taking an impression of the cell
lock, once with soap and again with a soft
piece of wood. He walks the floor constantly, lost in thought, but Jailer Boyles
has taken every precaution to thwart any
attempt to escape. The reward will be
divided between. the Butte county officers

County Clerk Greany has received a letter from iuterested parties in Sheffield, England, inquiring after information of Thomas
Williams, who died in ‘‘California” about
eightcen years ago and left considerable
property. About five years ago a Manchester soliciting firm inserted an advertisement in a Sheffield newspaper requesting
the relatives of the said Williams or their
representatives to communicate with them,
but when the party writing to Clerk Greany
called the solicitors refused to give him any
information and the U. S. Consul advised
him to write to officials in this State. The
relatives are working people, some of whom
are employed by the writer, and have not
the means to investigate the case, Azarias
Williams, father of Thomas, also came to
this country, so the letter stdtes, and numerous letters were received from him, but
none from the son, The writer concludes
by inquiring if a will exists in this county
and if so, that a copy be sent to him,

‘A man like you should be horsewhipped
until there wouldi’t be an inch of higpeft,”
were the words that Judge Garber addressed to the prisoner before passing judgment
in the case of the People vs. William Downey. Downey is the man who was arrested
by Oificer Meek on suspicion of being the unprincipled individual whose indecent actions
had been complained of by the people residing near the corner of Second and A streets.
Weduesday a lady and two little girls
called at the prison and identified Downey
as the man'who insulted them, When Downey appeared in court he shook like an
aspen leaf,
caused by drink, and be offered the same
excuse for the alleged ‘conduct. However,
he insisted that he could not remember ever
visiting the neighborhood where the offense
was said to be committed. A plea of not
guilty was entered up ard the case was continued for trial. ‘wo hours later Downey
expressed a willingness ‘to plead guilty to
the charge. He said he could not eat, sleep
or be composed in any position and he
wished to have the matter over with. Judge
Garber was sent for, and the prisoner withdrew his plea’ of not. guilty, substituting
that of guilty. ‘It was then that the Court
used the language that opens this item,
Judge Garber concluded the case by ordering that Downey be confined in the county
‘jail for a period of sixty days.

It is said that notwithstanding Assessor
W. H. Martin raised the taxable _propérty
of this county over a halt million of dollars
this year there will be no reduction in the
tax levy. It is claimed that the reduction
of fees, under the new county Dill passed
by the last Legislature, will cause a falling
off of the revenue of this county several
thousand dollars, The appropriation of
$8000 or thereabouts that has been received
for many years from the State for the support of the aged indigents at the County
with this the county has been compelled
to have a new bridge constructed at the
Purdon crossing at a cost of about $10,000.
In addition to these the State tax rate has
been increased, and the Supervisors do not
see their way clear to make the tax rate any
less than it was a yearago. Many of our
_people believed that there would be a reduction but in the face of the above facts it is
very doubtful‘bout any change in the rate
being made. i ‘
