The Commissioner of Public Works’
Elucidates.
An important meeting of the Executive
Committee of the State Miners’ Association
was held in San Francisco on Tuesday. J.
H. Neff prasided and Charles G. Yale acted
as Secretary.
& H. Rose, the Commissioner of Public
Works, reported that for $1,689,749 dams,
canals, embankments, etc., could be built
on the Yuba, Bear and Sacramento rivers to
carry the debris from these streams to the
American river basin. That basin is on the
east side of the Sacramento river, between
the Bear on the north, the American on the
south and the plain lands of the Sacramento
Valley. =
It contains an area of 110,000 square
miles, or 70,500 acres. The basin would
hold\1,703,680,000 cubic yards of matter
when filled to a depth ot fifteen feet, which
would be its capacity. This, Mr. Rose said,
would provide for all the debris that could
be. taken from the mines in that region for
could’thereby be rut without the construction of individual impounding. works. His
idea was that if Congress would make. the
necessary. appropriation it would be. doing
justice to the miners to whom the Governiment had sold lands with the inplied understanding that they would be allowed to
work them, and at the ‘same time would
fully protect the people of the villages. If
not, the State could form # reclamation district, condemn the necessary lands and perform the work. The dam would be located
at Daguerre Point, ten miles above Marys
ville, and such a dam has already been
recommended to Congress by the Debris
Commission. Its object wonld be to retain
the heavier matter, while the lighter would
be carried by the canals:to the great basin

Board of Equalization.
State Controller Colgan has just completed figuring up the total vote for Constitutional Amendment No.
crgasing the membership of the State Board
of Equalization, The totatvote in favor of
the amendinent is 82,231,and the total vote
against is 86,499. This is exclusive of San
Luis Obispo county, which has been returned for correction. :
Secretary of State Hart has found that
Senate Constitutional Amendment No. 20,
increasing the pay of members of the Legislature to $1,000, has been defeated by a
large majority. The vote in favor of it
(exclusive of San Francisco and San Luis
Obispo) is 33,122, the opposing vote is 73,840.

un..passable. The view of Mt. Shaste is
one of the very bert to be had from any point;
it is visible from every part of the ground
. The view of the Crags also is fine, The gen
eral environment is of the best. It is an
oval-shaped amphitheater, three miles long
by one-fourthrto three-fourths of a mile
wide, with receding walls two to three
thousand feet in height, with lines and
shades of beauty at every reach. I
oubt if a better place can be found in
all Northern California,
