HE pension bill just decided on in the House carries an appropriation of $1,700,000 less than the last one, and that of last year was more than $1,000,000 less than its predecessor. The pension fund has apparently reached its limit and is now on the decline, The veterans of forty years ago are disappearing -and will continue to disappear in greater numbers each year. Few who served in the Civil War were less than twenty years of age, at its close forty _years ago, and sixty years must therefore-be about the low‘est age limit at the present time, while the great majority of those living are much older. Not many years will pass before the last of those who shouldered a musket in the great struggle will have laid down his arms forever. "A few additions have been made of recent years, but even those due to the Spanish war were trifling compared with the enormous number already on the list. In 1898, when the Spanish war broke out. 992,000 persons were drawing neatly $146,000,009 a year. This was the greatest sum in the records of the pension office. The next year a decrease of $6,000,000 took place and the year after $100,000, A temporary increase of $200,000 was fol. lowed by a decrease of $1,000,000, and that in turn by the present decrease of $1,700,000. These reductions are not due to a reduction in pensions, for the system has constantly become more liberal, but are a measure of the rate at which the veterans are dying off. HE introduction of a bill by Senator Perkins authorizing and directing the Secretary of the Interior to pur— chase the two groves of Calaveras big trees in California at a reasonable figure; or if unable’ to purchase at such a figure, to start condemnation proceedings, is a step in the right direction. Under no consideration should these two groves of big trees be despriled by the woodman’s axe and it is necessar§ that prompt and efficient action be taken by the government to secure these groves to posterity. The bill is the result of the agitation which has been carried on by public-spirited men and women of California to rescue these great trees from a Michigan lumber man who purchased them for speculative purposes. The present Owner evidently is not influenced by anything except commercial considera tions and is inclined to drive a sharp bargain with the government in any negotiations for the purchase of the property. In such a case it is eminently proper that condemnation proceedings be instituted and this private property taken for public use with fair and just compensation to the owner. It is an evidence of the fact that as a nation we are coming to our senses that such valuable national resources as the forests of the country are now being reserved for future generations. Thousands of acres of timber of inestimable value have been surrendered to private ownership for a price infiniteismal in comparison with what they were worth and in many instances where the government has attempted to resume ownership it has been mulcted most mercilessly. In the present instance the negotiations should be brought to a conclusion in short order and if the owner refuses to accept a reasonable compensation condemnation proceedings should be taken forthwith. The New Yorz, Dec. 14—Lost to family and friends during four years, Nellie Dunbar of Scranton, Pa., has been found by her mother in a hespital here. She bad been dead two weeks and the body had just been consigned to the dissecting table because it was unclaimed.
