forced to this point by the overwhelming
pressure of public opinion, That is neither
here nor there. He has spoken, and he has
spoken well.
In the message which the President sent
to Congress Tuesday, and-which was enthusiastically cheered in both 'Frouses, the President briefly recounts the efforts made by
this country to arbitrate the boundary qu
tion between Great Britain and Venezuela,
and the insolent answer of the great maritime power of Europe. He then goes on to
gay:
Having labored faithfully for many _years
to induce Great Britain to submit this dispute tu an impartial arbitration, and having
veen now finally appraised of her refusal to
do 80, nothing remains but .to accept the
situation, to-recognize its plain requirements, and deal with it accordingly.
And it is dealt with in unmistakable
terms. Great Britain is told in so many
words that she shall not bé permitted to encroach farther upon Venezuelan territory.
After declaring that Great Britain shal] not
Monroe doctrine, the President calls for the
appointment of a Commission to determine
the boundary rights of both Great Britain
and Venezuela, and report thereon to Congress, adding:
@i4 When such report is made, and accepted,
it will, in my opinion, be the duty of the
United States to resist by every means in
its power as # wilful aggression upon its
rights and interests the appropriation by
Great Britain of any lands, or its exercise of
governmental jurisdiction over any territory
which after investigation we bave determined of right belong to Venezuela, .
That is American talk to the backbone,
That is war talk straight from the shoulder.
Great Britain must recede, or the conse*
qwences are ag inevitable as the rising and
setting of the sun, The honor of this great
Nation is now at stake, and it must be vindicated, let the consequences be what they
