Equal suffrage or new laws are not essential. The boycott
is the weapon. There is no merchant in America, whether
he deals in dry goods or hardware, who would not tremble
at the thought of a boycott by the women. He would understand the hopelessness of resistance and would yield without
a strugyle.
If the women are truly sympathetic with the boy messenger, if they wish to secure better treatment for their
sisters behind the counter or at the sewing machine, they
have but to issue an ultimatum. No one will resist or even
hesitate if assured that the order is really a finality.
But the weak point, and it often a fatally weak point, is
that the ultimatum issued by women is generally not an
ultimatum at ajl. The women threaten and do not carry out
their threats. The talk, but do not act boycott, and merchants, wise from experience, are not apprehensive of the
danger of such an organization as the. Consumers’ League.
Its demands have not always been enforced in previous instances and may be expected to be equally ineffective in
many cases in the fnture.
The women have only themselves to blame for this,
The power is in their own hands if they choose to use it.
They cam save the messenger boys, they can furnish seats
for saleswomen, they can compel the stores to close at any
hour they see fit, and they can effect any reforms they may
desire, whenever they are sufficiently convinced of the need
of united action on their part.

THE HELD OF THE PAPERS.
THE California Promotion Committee, recognizing the
good woik done by the newspapers of the State, proposes to establish a California publication bureau to
utililize still more fully the power of the press.
As the Oakland Enquirer advises, the committee should
be careful not to put this work into inexperienced hands.
No one but a practical newspaper juan understands newspaper methods, and no one should be intrusted with this work
for the State who is not an expert. Probably every man
connected with the Promotion’ Committee feels quite sure
that he could run a paper better than those trained to the
business, but in such opinion*he is wholly wrong.
If the Promotion Committee really wish to make its
publication bureau a success, it must put a genuine, practical editor in charge of the newspaper work.
The papers do an immense amount of valuable, unrecognized work forthe State and will continue to do it, whether
aided by the Promotion Committee or not, but they willl appreciate any assistance received from that organization and
will gladly co-operate with it, if it pursue the proper intelligent methods. If its new bureau of publication be organized and conducted in’ the right way, it will be of the
greatest value, but if the usual mistake be made and men
ignorant of the business be placed in control, its usefulness
will be greatly lessened, if not entirely destroyed. But
whether rightly or wrongly managed, the papers will go
ahead as before and work for the good of the State. The
papers of California did this work before the Promotion
Committee came into existence, have continued it ever since,
and will be at it when the committee has gone out of existence. . '

known as old Columbia Hill. His
age was a little over 82 years, and
he leaves a fond wife, who is prostrated
with grief, and three little children.
His aged mother, Mrs. A. L. Woodruff, of Columbia Hill, and a, sister,
Mrs. J. H. Englisb, of this city, are
also left bereaved. The latter left for
the Ridge town this afternoon.
