MONEY FOR MINING.
How the Appropriations Are to Bs
Shaped.
The following will give the people of
this vicinity some idea of the activity
now being displayed by the Miners Association, who seek new legislation on
the mining question:
The act of 1898 creating the office of
State “Debris: Commissioner and appropriating $250,000 for the construc‘tal
tion of restraining barriers is to. be
amended so as to make the like appropriation by Congress available. A
‘bill to this. effect. has been drawn by
the committee on legislation of the
State Miners Association, of which
whe eet ee for
passagé by the peasy in: his biannial message. So far as the deuris
commissioner is concerned it. extends
the office for four years from January
1, 1898, in order that the duties for
which it.was designed may be fulfilled
and excepts his salary of $300. a month
and that of the secretary of the commission from authorization by the
state board of examiners previous to
payment.
The remainder of the: bill is intended
to bring the requirements of the State
and Federal appropriations into accord.
California set aside a quarter: of a
million dollars for the restraining and’
impounding of “mining debris,” whereas the national law appropriated $250,000 for the restraining and impounding of “debris‘resulting from. mining
Operations, natural erosion and other
causes.
The State law-will be made to conform in this and other particulars.
Each appropriation is to be expended
under State or national supervision, as
the case, may be. The United States
engineers will, however, contract for
the construction of the barriers, while
the State Debris Commission: will determine if the ‘works as planned are
sufficient to protect the navigable
waters of the State. Under these conditions the entire $500,000 will be rendered available and hydraulic mining
in California will again be’ possible on}.

Green, white and golden colored bunting is being twisted, hang and formed
in every conceivable ‘way tothe best
advantage. A feature of the decorations will be the electrical display. The
entire rear wall will be’a ground of
colored*buniting, in which has ‘been set
many little incandescent lamps, representing a huge semi-sun. A number
of stroag incandescent lights wil! prothe wall, the rays radiating upward
and the smaller lights carrying out the
pretty effect. The best of music has
been engaged and handsome programs
will be provided for the dancers. The
grand }march will start peyprty at
9 o'clock.
‘Is Still B Buzzing.
It was reported . last ast night that a little
Chinaman who is’ known as “Johnny
overdrinking. It: was, learned. later
that he ‘was not dead, but was paralyzed druhk, and that some of his Chinese friends thought he was. dead.
Buzzer is in the habit of visiting saloons and bumming drinks. Yesterday afternoon he struck a lively crowd
who “set ‘em up” at a killing pace. Inside of 40 minutes Buzzer swallowed
21 drinks of whisky. This morning he
was feeling pretty rocky, but after getting a jolt or two of whiskey he was all
right again.
'' Death of An Old Resident.
John Arbogast, who has been a resident of this township since 1852, died
today at the home of his brother, Jacob

shall be appropriated for the use of
any corporation other than municipal
until full compensation therefor be
first made in money or ascertained
and paid into court for the .owner, irrespective of any benefit from any improvement proposed by such corporation, which compensation. shall be ascertained by a jury, unless a jury be
waived, as in other civil cases in a
court of record, as shall be prescribed
oY law. ‘This section shall be construed to include the following as
public uses: Roads, tunnels, ditches,
flumes, pipes and dumping places for
working mines; also outlets, natural
or otherwise, for the flow, deposit or
condnct of tailings, or refuse matter
from mines; also’ an oecupancy in
common by the owners or possessors
of different: mines of any place for. the
flow, deposit or condact of tailings or
refuse matter from their several mines.

Watching the Old Year OutThere will be a watch night service
this evening in the Methodist Church
uuder the auspices of the Epworth
League. From 9 till 10 there will be
devotional services, from 10 to 11 a social time and light refreshments, and
from 11 until 12 will watch the old year
out and the new year in with appropriate service. Everybody invited.
Extra Dressing Room.
In order to have ample accomodations. the Native Daughters have secured the use of room 24 at the New
York Hotel to be used as an extra dressing room for ladies who attend the
New Year's ball tomorrow evening.
