Belotier, ot San Francisco hasa plan of his own for improving. the election laws, He proposes to let the judges of the Superior Courts select all of the polling booth officers, just as they do grand and trial jurors, in January of each election year, and at the close of the election these officers are to certify to the number of votes in.the ballots box, sealing up all the ballots with that return—noting the proper returfi on~the envelope—and at once send the same to the proper officer, The returns are at once, upon their receipt, to be produced, unopened, in the Superior Court, aud an official count of the votes is to be immediately had, the Courts to give their entire attention to the business until completed. Judge Belcher argues that when the count was finished there would be a judicial determination of the result, and that would be no occasion for a recount. by—a-Court. He says the judges are paid anyway, saving and’ what .a moral gain besides, xenerally men ere content with the judgments of-Courts and here would be, at once a judicial counting of the ballots under the forms of law, and a judicial determination as to who had been elected to office, epee The Wizzard’s Collection.
