‘New Federal Court.
T IS SAID a private tip has come from the national
capital that a new Federal Court will be established in
California before Congress adjourns. So far it is not
known whether the indications. are for a Circuit Court
or a District one, bit the chances are that the latter will be
designated if the State is favored at all, for the reason that
though a District Judge can_sit as a Circuit Judge the reverse is not the case. -As the desireis to relieve the pressure
of business and provide for emergencies it looks more feasible that a District Court will be favored by the Department
of Justice than a higher tribunal.
Congressman Needham is said to be an aspirant for the
appointment of Judge in case the mew court is established.
This is of interest to the people in the Second Congressional
District, because, should Needham be appointed, Congressman Woods will be a candidate once more for the Republican
nomination for the House of Representatives. When the
Congressional districts were readjusted last year San Joaquin county was thrown into Needham’s district, and courtesy would oblige Mr. Woods ng to fight against Needham
for the nomination, At least he feels that way about it, and
if Needham wants to go to Congress again Woods will not
seek the honor. Should Needham not be an aspirant, however, Woods will undoubtedly be out for the place,

Unusual Activity. .
EVER IN THE HISTORY ofNevada City has
there been such a demand for our mines by moneyed
‘mining men as at the present time. It would seem
that the minds of prominent capitalists are concentrated upon this Section. More claims have been bonded
within the past few months than at any time during any ten
years’ period since the discovery of our valuable mines,
and it is probable that many more undeveloped claims will
be taken up by capitalists before the summer.season opens,
as the demand for Nevada County properties seems to be increasing every day. There is no boom here, nor do we wish
for any such mushroom growth or development of this
county’s mineral rescurces. Booms always prove disastrous
for they are always followed by a reaction that dces more
harm to a community than the boom has done in a way of
prospering it, and for this reason the TRANSCRIPT will never
encourage this method of building up the county’s interests.
We always endeavor to publish straight facts to the outside
world concerning the progress and future outlook of our
mining interests, so that there will be no misrepresentation,
and when there is a mis-statement made it is the fault of our
informant and not ours.
It is an acknowledged fact that Nevada County is the
greatest gold producer in the State and in talking of it many
mining capitalists inquire if there is not available property
here that can be bonded or purchased outright, and upon
an investigation some of them have been enabled to get
just what they were looking for. No one questions the fact
that there are many mines to be found in this district that
have not been worked for a quarter of a century or more,
which, if properly’opened up and developed would bring in
great results to the parties who invest their capital in them.
All this district has désired in the past to make it one of the
most prosperous mining camps. on the Coast was abundant
capital, and to-day it can be truthfully said that there is
plenty of it to be invested here in the near future, witha
flattering prospect cf most satisfactory returns. New prospects or undeveloped claims are constantly coming to the
front and proving valuable and of permanent character, so
that there will always be plenty of room for the investment
of unlimited capital, with-the prospect of \rich reward.
If the demand for mines isso great at this season of
the year, whiat can we expect when Spring opens?
Surely, the future outlook for this mining district is
very bright and promising, and it is certain that the hardtime cranks as wéll as the “knockers” will soon have to
“go ’way back and sit’down” for the rest of their days.

Taking on New
Life.
The mining operations started in the
Bue Tent district by ©. L. Canfleld: are making it lively out that
way. Ditches and flumes are being
put ia good condition. M. L. & D.
Mareb, the lumber dealere, have furnished considerat.le material to the
new enterprise already. The work
vow under headway is of a prepara~
tory nature, bat the main operations
-will soon follow, The idea is to have
“everything in” good shape, 80 as to
avoid any delay after work is commenced in the mine,
As heretofore ; ublished in the TRaNSORIPT, an effort will be made to strike
the old Sailor Flat channel. Clifford
Grabam_has_been appointed Superintendent of the new operations.

The electric light men are at work
today putting up electric lights on the
courthouse lot. They drilled holes in
the c-ment posts, into. which fron
pipe were placed. On the top of tha
pipe, wich will be about 10 feet high,
electric Jights will be placed. The
lights will be, one at the corner
of Pine and Court streets, one at the
corner of Pine and Winter streets, and
one on each side of the cement steps.
The work is being done under the direction of Supervisor Mvrtin, and it is
needless to say that it willbe a first class
job. The courthouse yard and strect
will be lighted so that you will be
able to pick a pin up.

San Francisco, January 81—A warrant was issued today for the arrest of
[Isaac J. Morgan, a well-known and
prosperous mining man, who is
charged by Miss Tillie Habermahl
with bavieg betrayed her under promise of marriage. Miss Habermahl is
avery pretty young woman, and is
about 19 years of uge. She dates her
downfall back to July, 1901, after a
formal introduction to Morgan by her
father. The mining man promised to
marry her.and, upon this promise, accomplished: her ruin. The relations
between the plaintiff and Morgan continued for some time, during which
he continually professed his love for
her and repeated his promises of marriage. Several months later, however, Morgan grew cold toward the
girl, and finally renounced his promises. It was then that Miss Habermahl learned for the first time that
she had been cruelly betrayed by a
married man. Morg:n’s change of
feeling toward ber wes caused by the
unexpected arrival of his wife from
Australia. Io addition to the warrant
for bis arrest, a civil suit charging
Morgan with betrayal under promise
of marriage, and asking damages in
the sum of $50,000, was filed with the
County Clerk. Morgan is said to have
recently fallen heir to a fortune of
$75,000, a portion of which he used in
making an impression upon Miss Hab
ermahl, who was fora time bis companion at the theaters, his guest at expensive dinners, aud the recipient of

who deceived her, Morgan is sbout
