There are 75,000 positions in. the
classified service of the United States,
according to the Annual Report of the
Civil Service Commission. And yet
Democrats ure still referring to the
“backward step” of the administration
when the President took out of the
civil service some three or four thousand positions which ‘should never
have been placed thereunder. If such
be the action of the Democrats themselves should they get an opport:nity
in this direction?. In the 1896 platform
they frankly say that to the victor belongs the spoils regardless of the effect
cn the public service.

cost him from $600,000 to $4,000,000, according to various estimates. Nearly
every time the Count has come prowinently before the public since his
marriage he has brought discredit upon the name.

Joss-House Keeper Elected—Grass Yalley Mongolians Come in Force.
There was a gorgeous time in Chinatown yesterday. For days the local
almond-eyes had been getting ready
for the annual election of joss-house
keeper, billed to take place during the
afternoon. In former year?, when there
were large numbers of Chinese living
here and working in the adjacent mines,
the job was a profitable one and there
was hot rivalry for it between the men
of the various tongs or companies; but
now there are comparatively few of
the Mongols hereabout, but one tong
is represented among them and they
old-time liberality to the salary of the
guardian of the gods, so he seldom realizes more than $15a month. _.
Doring the forenoon a special train
brought up eighty Grass Valley Chinese
who were received at the station by a
delegation of their local countrymen
and escorted to the homes of the latter
where they were entertained in fitting
style. Chinatown became a pandemonium of “music” and firecrackers,
the joss-house was the scene of extraordinary rites, anda great feast was
served in honor of the Grass Valley
contingent. One heathen in American
dress brought out a phonograph that
was loaded with reproductions of
Chinese music. A thousand or more
Caucasians had assembled: by two
o'clock to see the fun. A space was
cleared, half a dozen Chinese entered
the lists as candidates and the so-called
election began. Eight mortar bombs
that went up a bundred feet or so were
fired heavenward one after the other.
Seven of these were blanks, one containing an iron.ring the captor of
which would be subsequently declared
the winner of the priestship. The
fourth bomb discharged happened to
have the ring in it and as it descended
there was a spirited scramble among
the contestants to capture it. Sing Lip
was the lucky man: There was n0
struggle after that, and the crowd
quickly dispersed.
