HE bill which has been introduced in both houses of the _ California Legislature, (in the Senate by Senator Leavitt and in the Assembly by Asseinblyman Dunbar) is a. measure entirely worthy and just, and will undoubtedly pass by a big majority, The bill provides for the protection of genuine newspapers, with a bona fide circulation and standing, against concerns without standing or merit. It protects the people in that it requires publications to be made in the paper which will-give the same publicity, and§thus®prevents the hiding of notices of importance in obscure sheets. The following is a full text .of the bill: : Section 1: There is hereby added a new title to part four of an Act entitled “An Act to establish a Political Code,” approved March 12th, 1872, to be known‘as title five and to read as. follows: Title 5. Publications by State Officers and Commissioners, or the officers of counties, cities, cities and counties, or towns. 4458 Publications. 4459. Newspapers of general circulation. eee 4458. Whenever any publication, or notice by publication, or official advertising is required. to be given or made by the provisions of this Code, the Civil Code, the Code of Civil Procedure, the Penal Code, or by any law of the State, by any officer now ,existing, or any hereafter to be created, in this State, or any political subdivision thereof, or by any ofcation or notice by publication, or official advertising, shall be given or made only in a newspaper of general circulation, where such a newspaper is published within the jurisdiction of said official, iranian eyecare ata 4459. A newspaper of general circulation is a newspaper published for the dissemination of local or telegraphic news and intelligence of a general character, having a bona fide subscription list of paying subscribers, and which shall have been established, printed, and published, in the State, county, city, city and county, or town, where such publication, notice of publication, or official advertising; is given or made, for at least one year, A newspaper_devoted to the interests, or published for the entertainment of a particular class, profession, trade, calling, race, or denomination, or any number thereof, is not a newspaper of general circulation.
