FOR THE PROTECTIONOF NEWSPAPER MEN.
HE bill which has been introduced in both houses of
the _ California Legislature, (in the Senate by
Senator Leavitt and in the Assembly by Asseinblyman Dunbar) is a. measure entirely worthy and
just, and will undoubtedly pass by a big majority, The bill
provides for the protection of genuine newspapers, with a
bona fide circulation and standing, against concerns without
standing or merit. It protects the people in that it requires
publications to be made in the paper which will-give the same
publicity, and§thus®prevents the hiding of notices of importance in obscure sheets. The following is a full text .of the
bill: :
Section 1: There is hereby added a new title to part

WASHINGTON, Feb. 14—Contrary to general expectation
and to numerous inside tips, Colonel John P. Irish is to be
superseded. as naval officer of the Port of San Francisco by
Representative Samuel D. Woods of Stockton, who retires
from Congress on March 4.
' This decision was reached at the White House after
many conferences, some of them attended by national managers of the Republican party.
At the first suggestion of a change President Roosevelt
took a stand against it on the ground that Colonel Irish gave
conspicuous service to the Republican party in 1896 and
1900. To this suggestion answer was made that Irish has
held office practically six years under the Republican administration at $5000 per year and has drawn’ $30,000 from the
Government-as a-reward-for~his~services, besides getting a
pretty stiff fee from the Republican managers for his dash
after Bryan through‘ Nebraska.
The California delegation insisted that this place belongs to the Republican party; that Colenel Irish has held
it long enough to reward n full)
aud President Roosevelt yielded.
Mr. Woods will be appointed within two or three days.
The appointment of Mr. Woods as Naval Officer gives
the utmost satisfaction and pleasure by his hosts of friends
throughout the State, and especially by all Republicans.
