He is represented as speaking against the bill for an appropria~ tion to:build restraining works to protect the Sacramento and Feather rivers from debris caused by hydraulic mining, The matter came up for hearing before the House Committee on Riv¥érs and Harbors. Hon. Tirey L, Ford spoke in favor of the bill, and made a good impression on the committee. Congressman Johnson, in a short speech, is credited with saying that the hydraulic miners were responsible for the whole. condition of the rivers; that hydraulic mining was illegal in California prior to the passage of the Caminetti Act, and that a hydraulic miner.wae considered an outlaw and was carrying on an ‘unlawful and nefarious busiAfter reading the above report Congressman Johnson’s friends, who were surprised to hear that he had gone back on the miners, began to cogitate upon his sincerity . when he promised the miners that he would do all he could to advance their interests.
