ORDINANCE NO. 150. An Ordinance Fixing and Regulating the Connection With and Use of the Public Sewers of Nevada City, California, and Regulating the Draining and Plumbiog of Property and Houses. HE BOARD OF TRUSTEES OF THECITY . Of Nevada do ordain as follows : Szorion 1. The system of public sewers of Nevada Vity consists of : he systems of mains, laterals, branches and Sever iousnees constructed and installed by the Board of ¢ ity Trustees of Nevada City, together with al: extensions, alterations, improvements and additions of whatever kind subsequently constructed by order of the Board of :rustees, or such may be constrneted by said Board of ‘ifustees as a part of the system. N6o private house connections, or private lateral sewer shall in any way be considered a part of the system of public sewers. Sgzor1on 2, The management of. the system of , ublic sewers of Nevada City sha . be in the hands of a Superintendent. The office of Superintendent of Public Sewers is hereby created. He shall devote his entire time to the duties of his office and to such other public duties as may be prescribed by order of the Board of Trustees. The Suverintendent shall receive 4 salary, which shall be tixed by order of the Boa:d of Trustees from time ‘o time. He shall make, file and preserve records of all appli ations to connect and all connectiuns made by private parties to the sewer system, records of «ll plumbing in—ond work performed; records of al! changes, alterations or additions to the Sewer System, records of all improvements and experiments and tabulate al! observa: tions and tests in connection with the system and its appurtenauces. All such record: ; are the property of the City of Nevada, and shall be presez ved by each succeedi: g Superintendent; and for the proper preservation and delivery of such records each Superintendent shall be legally responsible until the records are delivered and e¢_epted by the Board of Trustees. The Superintendent of the Sewer S) stem shall give his personal attention to ali connections made by the drain layers and to all lumbing and shall pass upon all draiaing and plumbing upon. completion of such work. It shall be bisduty to see that all buildings are connected to the sewer system iu accordance with this ordinance. and he shallinform the Sewer Commi tee and the Board of ‘'rustees, in writing, of the refusal of any owner to make prope eonnection with any established sewer. He shall see to the proper flushing of all main sewers and branches and shal! have control of all works connected with the sewerage of the city, subject to the orders herein before provided. A written or printed tabular monthly report shall be made to the Hoard of Trustees, showing the number and location of all connections made, all. work of plumbing performed and inspection of same, and report all expenditures and receipts of movey,all labor performed, and report ali matters of interest relating to the sewers. He shall have power to stop and prevent from discharging into the public sewers any private drain through which substances are discharged that are likely to injure or choke the public sewers. The Superintendent of Sewers shall furnish good and sufiicient bond, with not less than two securities in the sum of Five Hundred Dollars for the oed and faithful performance of his work oe accordance with this ordinance. SECTION 3. All. onnect ons with the public sewers must be made under the ‘inspection of the Superintendent of sewers and subject to the rules and regulations governing such work. All property owners having drains laid shall be held responsible for we injury of whatever kind resulting from suc work.and shall restore the streets and sidewalks opened to the entire satisfaction of the Street Committee and superin: endent of Streets. They shall protect any of such work left open overnight by proper gua:ds.and lanterns, and shall not begin the dig ing of any ditch in the public streets until the with which the connection is to be made has been found. They shall not cover up asy work unti' they have notitied the Suverin tendent of Sewers and the latter has examined and passed upon it. Szorion’ 4 All house Plumbing and plumbing of buildings, instelling of water closets, sinks, bath tubs, laundry tubs and other sanitary appliances, together with the traps, ventiiators and other necessary appurtenances shall be constructed and installed in accordance with the rules and regulations governing such work aud subect to acceptance by the Superintendent of sewers. The plumbing and raining of all buildings and addition: thereto or the alterations of any plumbing shall be executed in accordance with plans and specitications previously filed wi h the Soperss end nt of Sewers~and duly ‘approv: by “hini. " The rules and regulations overning plumbing work are a regularly adopted set of rules or specifications, prepared. for and adopted by the Board of Trustees, subject to amendment as necessity demands.
