T occasionally happens that venders of patent and proI prictary medicines throw about the streets and into the yards or premises about town small samples of their drugs. It is alleged by the best medical authority that these drugs are sometimes poisofious, several specimetis having been found to contain cocaine. 00. If this be true it ought to ‘be stopped. It is certainly a criminal performance. Pills or powders, local applications or internal drugs, should never be distributed gratis. If the people want such things “they should buy them at a drug store. It ought to be regarded as a crime when any man attempts to.throw free samples of any drug about.the streets or to leave them in the doorways, Children are liable to get hold of them and take a dangerous dose. This is a good theme for the boards of health to take up, says “Medical Talk.” No drug sample of any sort should be distributed in this manner. Drugs should be sold at the drug store. To attempt to furnish drugs to the people through any other agency is sure to breed mischief. There should be no hesitancy nor xircumlocution in handling a subject like this. Any one guilty of such an attempt should be promptly arrested and the full measure of the law meted out to him. Schuster died at San HE Government seems in earnest in its attempts to end At the frauds which have so long disgraced the Land Of fice on the western side of the continent. Every one has known that frauds were committed, yet all attempts to prevent them have apparently, failed.No secret was made: of the methods adopted for violating the law, gréat tracts of land have been illegally obtained by the-most open fraud, and though these facts have been common knowledge for many years few attempts have been made to prevent them. Occasionally a prosecution has taken place, but proceedings have been languid and convictions few. Many thousand square miles of land have been stolen from the Government with scarcely even a protest from the officers appointed to watch over the public interests. The disclosures in the Benson and Hyde case have been sensational in character, but have really supplied no new facts. The signifieant feature is that the Government is working up the case with an energy never before displayed and an apparent intention to get to the bottom of facts. If the present investigation lead to a better method of manage ing land office affairs it will be a matter of general congratulation. A reform now will be a late one, but better late than) never. When vast areas were occupied the Government was prodigal in its gifts and careless in its sales of land; but now that the Government possessions are shrinking to comparatively meager proportions, the disposition of what is left must be watched more closely. The stable door was left unlocked fora great number of years and the thieves stole many horses, but a few still remain and it is better to lock the door even at this late date than never. ew eneee eee et A STRONG NAVY NEEDED T a dinner given in Boston recently, Secretary of the ' Navy Moody stated the position of the government with reference to the navy, using the Russo-Japanese Editorial Notes. __Keal estate cannot be transferred (deeded) on Sunday. The reason for this effort to destroy one of our most important scientific bureaus is, of course, that very few Democrats know anything whatever about geology. The action of Secretary Hay in trying to protect the territorial integrity of China and to limit the area of hostilities in the East meets with the universal approval of all parties. It is proposed to add 3,000 to the total force of the navy. This will bring the number up to 34,000. Thus our navy alone is to be larger than our entire military force before the Spanish war.
