COMING HOME TO ROOST
USSIA is receiving little sympathy from the world in
R its present trouble. Even the United States with all
its time-worn protestations of gratitude for past favors,
cannot but admire the plucky fight made by the Japanese.
England is openly applauding the Mikado and hoping for
his success, willing even to give him a helping hand if it can
be safely done. The Finns are reported to be on the point
of rebellion in the hope of avenging past wrongs; the Sultan
is taking advantage of the opportunity afforded by the Czar’s
misfortune, to overawe the Bulgarians, and the Scandinavians in the United States are secretly giving aid and encouragement to the enemies of Russia. France, the only ally of
the Czar, is half-hearted in its support of its big friend and
is by no means eager to burn gunpowder as a proof of its
friendship.
Russia’s policy has made enemies of all its neighbors.
The dream of the successive Czars has been extension of
territory and they have bequeathed their hopes from father
toson. Contiguous nations have been always on the defensive, always afraid of hostile attack. The present Czar has
posed as the apostle of peace and may really think that he
is opposed to war, but Russia’s record gives no indication of
a change of its old-time policy. Tothe west Russia is kept
in bonds only by its powerful neighbors; to the south the
boundary line is constantly shifting from one end of the
Czar’s dominions to the other, from Turkey to Manchuria.
Wherever possible, the frontier is being pushed forward, and
Turkey, England, China and Japan watch the growth with
apprehension. Russia is now the largest country on the
globe and is still growing. It is likea great mercantile trust
which, wherever it can, is absorbing the smaller institutions.

But unfortunately it is a loss to America as well, England and Germany, which have striven with each other for
commercial prestige, long ago learned the lesson which the
more enterprising American merchants are stil] ignorant of.
They consult the wishes of the buyer, rather than the beliefs of the seller, and supply what the market demands. It
