« A HARD BLOW.
The! Superior Court decision recéntly
rendered down in Yuba county, to the
eTect that the looting of the county F
. treasary by the attorneys, spies and
other ‘hangers-on of the Anti-Debris .
is a hard blow to the men who have so
long been fattening on their illegal
. grabs. They are working all sorts of
b
ganies in some of the other “cow coun-. -oimes to see us?”
ties” to prevail upon their Supervisors
to continue to shell out the money of
the tax-payers, as will be seen from tlhe
following editorial that appeared in the
Colusa Sun two or three days ag: :
“Should the supervisors allow the $2(0
for the delegation already gone to
Washington to assist our delegation, et
the request of the Gelegation, to get
appropriations for the Sacramento
river, the Sun will refund to any objecting taxpayer the full amount of his
pro rata of the amount paid. This is
then only letting those who are willing
to pay in exact proportion to assestment and without the trouble cf
collecting in. so small amounts. Fer}:
fnstance, the county being assessed at}
something over thirteen millions, the
proportion of one assessed at ten thousand dollars would be fifteen cents. If
a collection were gotten up itwould
not pay to collect these small amounts,
but all being almost exactly equally
bdonefitted, it is right that the payments
shall be alike of such as want to pay.

tion, will refund the amount if one will
ouly indicate to us that there is an
objection, and to make it even entirely
the postage will be refunded wherewith we are notified. Certainly no one
objects to seeing others make an effort
to preserve the river. The railro:d
company might possibly be interested
in having navigation stopped, but we
ean conceive of no other real interest
in. that direction—certainly no one
who has a ton of transportation is in“%erested in that direction. The compromise we have then with anyone, but
some one working for the railroad company, is to keep still until after the
money is paid and then send us word
that you do not care to pay and tbat
part of the tax will be sent.the next
day. Can anything be fairer than
that?”
AGAINST GRAND JURIES.
empaneling of the grand jury Judges
Oster and Campbell of the Superior
Court*in no uncertain terms questioned. the utility of the grand jury.
Tbe eminent jurists said that the only .
reason for calling the grand jury was
the clause in the Constitution of the
State of Culifornia that required the
calling of the grand jury at least once
in each year. In their charge to that
body the Judges also said: ‘We believe the sentiment to be very general
in this State that the present grand
jury system has outlived its usefulness and that its continuance isa needless burden on the taxpayers of the
commonwealth.
“No doubt it has in ‘the past performed valuable functions in the administration.of criminal law, but this
consideration appeals rather to antiquarians and students of political history than to the property owner seeking relief from heavy taxation, .These
same functions can now be performed
with less expense, efficiency, and more
in accordance with the spirit of our in-gtitations by the District Attorney,
aided by the examining magistrate and
‘the machinery of modernized criminal
~ jurisprudence already established.”
The same sentiment prevails almost
nnanimously in Nevada county. The
; oldest inhabitant can scarcely remember when our grand juries have accomplished anything practicdl for us.
There bas in the first place been nothing for them to do that could not or
would not be done in the ordinary
course of business by the District Attorney or the Board of Supervisors,
and where they have seen fit to volunother officials the recommendations,
have been a waste of words and time. then’: you think I have @ very lovely

4 ' Hoavrd-Drke,
An amusing incident happened at a .
farm, where the people were noted for
making very hard and “unpalatable
crusts to their pastry:
One day a tramp came to the door and
begged for something to eat. He was
given a custard) with a crust so hard
that it lifted out of the dish whole,
He was seen to go down the yard, and,
having devoured the contents, returned
shorty afterward with the crust, and
said: :
“Please, mum, I’ve brought your pie
dish back, and thank you!” — Golden
