The Anti-Debris Association Will Attack the Caminetti Law.
The following is a copy of a circular
letter just sent out to prominefit citigens by Mamager Phipps of the State
Anti-Debris Association:
Marysvite, Cal., Jan. 10, 1899.
Dear Siz: The State Anti-Debris Association in performance of its duties
to the valley, bas, since: the Caminetti
law permitting dams to be built went
into effect, carried on its usual work of
efideayoring to watch and keep in restraint. such hydraulic mining as was
from time to time attempting to work .
without a permit provided for by that
law, and also to watch the mines that
have permits and see that they do not
violate or exceed their authority. It
has also in many instances . protested,
orally and in writing, against permits
being granted to certain mines; bas
reported to the California Debris Commission frequent violations of such permits, breaking of dams, etc., and has
sought by protest and arguments to
have the California Debris-Commission
adopt its views as to the general insecurity of these debris dams.
It bas been our hope that we would
ultimately bring the California Debris
~€ommission to our standpoint in looking at this question, and thereby avoid
open breach with the commission.
The commission has . permitted a
great many large mines to operate behind dams which we deem absohately
unfit for the purpose of permanent and
effectual restraint of debris, and in
many instances of even temporary restraint. Many of these dams hare already gone to pieces.
Atits December meeting our association decided to attack these dams
and the commission, through . the
courts, and selected the Kate Hayes
dams of Sweetland and the large log
dam in the Greenhorn creek as the first
ones to be made a test of.
“We have always considered the valley land owners as parties vitally interested in these dams, and hence that we
had the right to make observations, surveys, etc., of such work at any time.
On the 29th of December I accompanied engineering experts to make
surveys and get photographs of the
Sweetland dams and works, and met
with an absolute refusal from the company of the right to make surveys and
photographs after we had gotten on
the ground.
Through our attorney we appealed to
the California Debris Commission to
give us this permit, being assured that
the company would respect such av
order. The commission refused the
permit. Hence, we take it, that the
* commission will testify_against us in
*the court on the feasibility of these
dams. .
Our association will at its next meeting, January 17th, be called upon to
say whether we should fight this com‘mission and the miners on this ques-. ~
tion, in court; and as this is a very
important question, we wish you to
give it.y our consideration and tender us
your advice, and, if you have any suggestions or objections, to make them.
We do this to save calling a general
meeting of the property owners.
The criminal provisions of the Cami}
netti law have been a great deal of help
to us, but in order to beat the commission as to their judgment on these
dams it may be necessary to attack
the constitutionality of that law. We
take the view that this is a good law if
fairly and honestly executed, but that
it is necessary to control the judgment
_of that commission if possible.
We should be pleased to see you at
the meeting of our association, held as
aforesaid, at the Supervisors’ room in

Col. Fisher in Honolulu.
Col. Will E. Fisher, who has many
friends in this county, bas been located
for several months past at Honolulu
where he has a prosperous real estate,
auctioneering and brokerage busiuess. .
He likes the people, the climate and
country in general. When the Colonel
went to the Klondike last year he
weighed 222 pounds but when he left
Dawson City on September first his
weight had decreased to 160, and on
account of bis hight he had the appearance of being a veritable Yiving
skeleton. Now he is rounding out
again to his old proportions and is as
contented as a clam at bigh tide.

Bought His Own Horses.
Three stray horses and a ‘mule were
sold, by auction at the city pound today, Poundmaster Craig being the
