Ihe treasury Secites for the first hali of thé fiseal year show that had normal conditions prevailed the deficit for the first half of the fiscal year 1898 would have been no more than four or five million dollars, and perhaps less than that. The excess of receipts in. the last four murthe of the fiscal year 1897, above the normal for the Wilson law, was about $48,000,000.. This, of course, was due to the excessive im.}:j portations in anticipation of the enactment of the new law, and all of ,them would have come in during the past six months but for the extraordinary conditions which brought thes unusul importations in advance of immediate re-} quirements. AN increase of fitty per cent. in fhe receipts of the new revenue law in five months of operations shows that the friends of the Dingley act were fully jastified in their claims that it woud rapidly increase in its revenue-producing powers and soon reach-a condition in which to supply all necessary funds for the legitimate expenses of the Government. _ Insta}lation and Banquet. ‘Last evening the following officers of Ponemah Oouncil of the Degree of Pocabontas. were installed by Mrs. L. The constitutionality of the new piri+ mary law will be argued before the Supreme Court February 21st. ‘TheSuperior Court of Tulare has declared “the law constitutional> Thomas V. Cator will argue against the act, and its author, Senator F. S. Stratton, will support it. The law compels all political parties to hold primaries at the same time, and any party that may fail to’ do so loses its party designation. The reason the Populists are said to oppose the law is because it would force them to show their voting strength. ee The Schubert Company.
