When Exhausted Swimming, Face Upward and You Will Drift Ashore, A guest at my summer place a few miles from Pablo while bathing was carried out to sea, and when almost out of sight and all hope had fled, to our surprise, we suddenly saw his body impelled forcibly toward us. Then we saw it recede a few feet, and then again, as jit were, shoot 20 feet toward the shore. This continued until my son and myself, at last able to reach him, bore him insensible to the beach. E After recovery. his story was that after losing all hope, guided by some mysterfous impulse, he had turned upon his back, when he felt himself carried rapidly forward. He had then turned over upon his face t his bearings, when he was carrie farther from the land, and on again placing himself upon his back the surface waves brought him rapidly to the shore, a rescued man. It is an error that the drowning man is attacked by cramp except in very cold weather. He drowns from. heart failure, induced by the violent exertion and the upward pressure of the water upon the abdomen diminishing the space-and impeding the action of the heart. Sacramento, Jan. 15—A bill was inmaking animportant change in the law relating to trial lottery dealers. It will not be necessary to prove the existence of any lottery in which the tickets are issued. Proof of sale or purchasing the ticket itself cr giving the ticket will beheld to be sufficient evidence of the existence of a lottery. Another bill changes the law so that no person is made incompetent as a witness concerning the selling of lottery tickets on the ground that his testimony would incriminate himself. Jobnson has a bill to authorize Cities ‘or counties to license bicycles and to Collect a license to defray the expense of maintaining roads. Miller introduced a bill authorizing boards of supervisors or city councils to provide for the relief of aged or indigent firemen. Radcliffe presented a bill establishing a free public market in San Francisco, on the property bounded by Pacific, Davis and East streets. Schilling of Yuba re-introduced the bill: offered at the last session by Burnett providing for the division of counties and the formation of new counties, Par dee a Candidate For Governor. Stefford, a maririe attached to Company O in the Brooklyn Navy Yard, was killed in a bar-room on the Bowery this morning by the bartender, John Henry of Brooklyn, but who the police say is Joseph Robert of this city. Stefford was in the sa4 loon drinking and became boisterous, praised the Irish and condemned the Americans. The bartender was angered and a fight followed. Roberts struck the marine above the left ear and killed him instantly. Roberts escaped. A New County Is Proposed. Santa Onvuz, Jan. 15—At a meeting of the Pajaro Valley Orchardist Association, in “Watsonvilla, a resolution was adopted favoring the formation of a new county of Santa Cruz and Monterey counties, A Committee was sppointed to prepare a bill -for presentation in the Legislature. The. t proposed new county, according to the new resolution, will contain 822 square miles and a population of 13500.
