Insanity Often Cansed by Too Liberal
Indulgence In Food.
It is well known to the few medical.
men that many ‘cases of insanity are
directly due to overeating and the consequent absorption into the circulation
of toxio matters from the intestinal
tract, and melancholia, whether in mild
or severe form, is generally due to this

SAORAMENTO, January 22.—Mrs.
Silvia Smith, alias Pelch, died at the
County Hospital today from the effects
of an anesthetic which had been administered preparatory to performing
a smatl surgical operation. Mrs.
Smith had been employed as a laun
dress by the Peniel Mission. On December 7th, while in an intoxicated
condition, she jumped from a window
and was irjared, and it was’for the
“purpose of relieving her from the effects of the injuries that the surgical,
operation was proposed.

John Costa, of Downieville, who went
to San Francisco about ten days: ago

Senator ‘Tyrrell Introduces a Bill to
Protect Miners.
Senator John R Tyrrell has introduced the following measure in the
Senate, which. is of. considerable lo:al
interest and designed to give greater
protection to miners. It is in sutstance the same as the bill passed by
the Legislature four years ago and
which Governor Budd pocketed:
Section 1. The Governor shall ap
point in each QOongressional District
@. practical; aaderground miner, wo
shall be known as.the “Inspector of
Mines,” _
_ Bection 2. It ‘shall be the duty of
‘such’ inspector to examine“the underground works of every operated mine
8o as to ascertain its safety; to inspect
its machinery, motes of ventilation,
ladders, roads supports and modes of
exit, and in case he believes any of the
same‘is insufficient or dangerous, to
notify the Superintendent of such
mine or the owners thereof, and in case
such notice remains unheeded by
such superintendent or owner, such
owner or person employing labor therein, shall be liable to his employes and
their legal representatives for any accident or injury caused or promoted
_. by_the failure to attend-to—-such notice
and the fact thatthe danger was*known
to. such employes shall be no defense
aguinst such liability.
Section 8. Every Commissioner appointed under the ‘foregoing section
shall receive compensation at the -rate
of $4 per day and an additional sum of
10 cents mileage for all distances
traveled in the discharge of his duty.

the, Petit Bleu, bubonic plague is raging among the British troops. in Cape
Colony, and many deaths that are attributed to enteric fever and dysentery
are due to the plague.

miners, 150 strong, yesterday started
on a march from Boxtown to Carbondale mines, in Hopkins County, to
stop the non-Union men at work
there. On the way a Sheriff’s posse
of five men attempted to stop them, an 1

of their number, Bill Qook, was killed,
and another, John Taylor, died of his
